The purpose was to evaluate the adequacy of the existing storm drain system, <br />identify drainage deficiencies throughout the city, and recommend plans for solving drainage and <br />flooding problems. The SDMP update provides comprehensive long-range planning for the <br />implementation and development of drainage facility improvements, determines capital <br />improvement costs, identifies grant opportunity programs, and discusses priorities for drainage <br />improvements. <br />The Warner Phase 1 — Main to Oak storm drain project (Exhibit 1) has been identified as a priority <br />project in the Delhi Channel watershed. Upgrading the storm drain facilities in this area will reduce <br />major flooding that could affect critical infrastructure such as fire department structures, hospitals, <br />schools or business districts. The storm drain project is being conducted in coordination with the <br />Warner widening project to be more cost effective and reduce flooding for this corridor. <br />The Federal Clean Water Protection Enterprise budget has unspent funds in Fiscal Year (FY) 2019- <br />20, which must be allocated to a specific project in the FY 2019-20 CIP by June 30, 2020 to be <br />available for expenditure and included in the carryforward for FY 2020-21. This funding source <br />shall be used only for storm drain systems operation, and maintenance and pollution reduction <br />under the current National Pollutant Discharge Elimination System (NPDES) permit issued by the <br />Santa Ana Region of Water Quality Control Board in May 2009.
