IN AN AMOUNT NOT <br />TO EXCEED $215,116 TO ASSIST IN THE <br />ADMINISTRATION AND MONITORING OF <br />FEDERAL GRANT PROGRAMS <br />(NON -GENERAL FUND) <br />CLERK OF COUNCIL USE ONLY: <br />❑ <br />As Recommended <br />❑ <br />As Amended <br />❑ <br />Ordinance on 1s' Reading <br />❑ <br />Ordinance on 2nd Reading <br />❑ <br />Implementing Resolution <br />❑ <br />Set Public Hearing For_ <br />CONTINUED TO <br />/s/ Kristine Ridge FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with MDG Associates, Inc. to assist in the <br />administration and monitoring of the Community Development Block Grant, Emergency Solutions <br />Grant, HOME Investment Partnership Program, and Workforce Innovation and Opportunity Act <br />federal grant programs in an amount not to exceed $215,116 over a three-year period, beginning <br />July 1, 2020 and expiring June 30, 2023, subject to non -substantive changes approved by the City <br />Manager and City Attorney. <br />DISCUSSION <br />The City of Santa Ana is an entitlement jurisdiction and receives annual allocations from the U.S. <br />Department of Housing and Urban Development (HUD) and U.S. Department of Labor (DOL) for <br />federal grant programs, including the Community Development Block Grant (CDBG), Emergency <br />Solutions Grant (ESG), HOME Investment Partnership Program (HOME), and Workforce <br />Innovation and Opportunity Act (WIOA). These federal funds generally must be used to benefit <br />low and moderate income persons, aid in the prevention or elimination of slums or blight, meet an <br />urgent need, and assist with our nation's public workforce system to help residents including youth <br />and those with significant barriers to employment enter into high -quality jobs and careers. <br />The purpose of grant monitoring is to ensure that the CDBG, HOME, ESG and WIOA funds are <br />only used for authorized and eligible purposes, in compliance with federal statutes, regulations, <br />and the terms and conditions of the sub -awards. The technical support services involves applying <br />the consultant's knowledge of the Uniform Administrative Requirements, cost principles, and audit <br />requirements for federal awards at 2 CFR 200 and various other grant -specific financial and <br />technical support services. The administrative services includes administering one or more of the <br />grant programs, when designated staff may be out of the office for an extended period of time on <br />leave, in order to ensure the City does not fall out of compliance and eligibility for the renewal of <br />program funding. <br />25A-1 <br />
