WJE
Civic Center Plaza Structural Analysis
Structural Analysis of Civic Center Plaza of the Flag/Fountain
Contract Agreement Statement
We have reviewed the provided sample Agreement and concur with the provisions it contains.
Firm and Team Experience
Firm Overview
WJE is uniquely qualified to work with the City of Santa Ana to complete the structural analysis of
the Civic Center Plaza parking structure and deck. WJE offers a broad spectrum of services to
deliver better solutions to construction -related problems, centered on these core practice areas:
Areas of Expertise
Structural Evaluation Historic Preservation
Facade Assessment Bridge Engineering'
Roofing and Waterproofing Construction Materials Evaluation and Research
Peer Review and Commissionina Structural Testina and Instrumentation
Failure Investiaation and Disaster Resoonse
Experience in structural behavior and performance of materials is supported by technical expertise
in testing and instrumentation. The office and laboratory headquarters complex in Northbrook,
Illinois, offers 70,000 square feet of state-of-the-art structural and materials test facilities and
equipment for construction -related investigations, instrumentation, and research. WE also
maintains two additional laboratories in Cleveland, Ohio, and Austin, Texas.
WJE is the industry leader in concrete technology having completed numerous research and
training projects on concrete deterioration and corrosion protection for the American Concrete
Institute, Federal Highway Administration, National Highway Cooperative Research Project,
Concrete Reinforcing Steel Institute and others. This work has positioned WJE at the forefront of
concrete repair and rehabilitation.
WJE has a long and proven track record of accomplishing projects on time, within stated budget
limitations, and with effective cost control. Our record on previous assignments for Federal, State,
and municipal agencies, as well as private industry has been and remains excellent.
Parking Structure Experience
WJE has successfully completed investigation, testing, and repair projects involving a wide range of
parking structure systems including those fabricated from precast and cast -in -place concrete using
conventional, prestressed or post -tensioned reinforcement. The challenge in designing durable
repairs for parking structures lies in correctly identifying the underlying cause(s) of distress or
deterioration. To meet this challenge, WJE has applied the lessons learned from thousands of
previous failure investigations and in-depth research into the corrosion behavior of embedded
reinforcement, sealers, cement chemistry, repair methods and materials, and petrography to
provide the best possible solutions for every client's parking structure problems.
Work has included investigation of corrosion of embedded reinforcement which produces such
visible effects such as cracking, delamination and spalling. Through a better understanding of the
causes of concrete deterioration, WJE has developed repair and rehabilitation solutions that range
from sealers and surface treatments that inhibit the ingress of corrosion chemicals such as
WJE No. 2020.1370 1 MARCH 11, 2020 Page 2
