WJE Civic Center Plaza Structural Analysis <br />Structural Analysis of Civic Center Plaza of the Flag/Fountain <br />characterize the chemistry and integrity of the sample, as well as any deterioration <br />mechanisms that might be present. (ASTM C856) <br />• Carbonation Testing. WE proposes to determine the depth of carbonation through the <br />concrete depth; this test will be completed as part of the petrographic examination. <br />■ Deliverables shall include a summary of findings from the inventory existing condition - WJE will <br />summarize our findings from the tasks above in a memorandum that will detail existing <br />conditions and deficiencies noted during our visual survey, nondestructive evaluation, and <br />laboratory studies. <br />Task 3: Cost and Analysis <br />■ Analyze the cause of the deficiencies - WE will review information obtained in Tasks 1 and 2 <br />and synthesize all the data to provide an opinion on the probable cause of each noted <br />deficiency, based on our understanding of the structure and our visual observations. <br />■ Analyze options for repair <br />• Option 1: Minimal repair of the deficiencies with minimal aesthetic finish <br />• Option 2: Fully repair/reconstruction to eliminate all deficiencies with new deck finish <br />WJE will develop options for repair, focusing on two different repair approaches. The first will be <br />a minimal repair of the deficiencies with minimal aesthetic finish and the second will be to fully <br />repair/reconstruction to eliminate all deficiencies with new deck finish. <br />■ Prepare detailed cost estimate for each option of repair for future construction budgeting <br />purposes. Cost estimates shall include line item description, quantity, unit, and unit cost to arrive <br />at a total cost - WJE will provide a detailed cost estimate for each repair option, including a <br />description of the repair, estimated quantity based on our visual survey, unit cost for each repair, <br />and total cost. WJE's cost estimate will be developed for general planning and budgetary <br />purposes. <br />■ Highlight a brief description/analysis for each type of repair- WE will provide a description and <br />analysis for each type of repair proposed. <br />■ Deliverables shall include a summary of the analysis and cost estimates - WJE will provide a <br />summary of repair options and cost estimates. The various options for repair and maintenance <br />will be summarized for short, mid-, and long-term strategies. The costs including initial and long- <br />term maintenance expenditures, relative life span, and effectiveness for each option will be <br />presented and contrasted. <br />Task 4: Evaluation and Recommendations <br />■ Based on accumulated research and field review, conduct and prepare written evaluation of both <br />Plaza of the Flag and Plaza of the Fountain, which identifies and analyzes problems and <br />deficiencies related to the overall parking structure and safety. WJE will compile all information <br />obtained in Tasks 1-3 for the purposes of developing a report for the City. This report will include <br />photographs and annotated drawings identifying observed deficiencies and their locations, <br />synthesis of visual, NDE, and laboratory study findings, opinions on causes of distress and <br />deficiencies observed, as well as recommendations for repair to continue the service life of the <br />garage within two general repair options as described above. <br />Report shall include recommendations for repair that include: <br />• Exhibit for each option of repair <br />WJE No. 2020.1370 1 MARCH 11, 2020 Page 9 <br />
