No executive or employee of Subrecipient, <br />elected official in the area, or any staff person or consultant who is a member or officer of <br />the Board of Directors or other official governing body of Subrecipient will solicit or accept <br />money or any other consideration from a third person, for the performance of an act <br />reimbursed in whole or part by Subrecipient or County. <br />48. Literature/Publicity: <br />Any literature distributed by Subrecipient for the purpose of apprising businesses, participants, <br />or the general public of its programs under this Contract shall state that its program, wholly or in <br />part, is funded through County, State and Federal government funds; are supported by the County <br />of Orange and the Orange County Development Board and shall state that the program is an <br />"equal opportunity employer/program" and that "auxiliary aids and services are available upon <br />request to individuals with disabilities." <br />49. Participants: <br />A. Eligibility- Only participants who have been determined to meet all federal eligibility <br />requirements to receive training hereunder shall be enrolled by Subrecipient in any <br />occupational training. Determinations that participants meet federal eligibility requirements <br />shall be made by One Stop Centers funded by County, and, when applicable, by WIOA <br />Young Adult Career Service Providers. <br />B. Benefits- Benefits shall be provided to participants in accordance with the standards and <br />requirements set forth in the Act, including Section 181. <br />C. Rights and Privileges- All participants enrolled in courses pursuant to the Contract shall be <br />entitled to all the rights and privileges to which other Subrecipient students are entitled, <br />including, but not limited to, special instruction, use of facilities on Subrecipient's premises <br />such as the libraries and learning centers, counseling, student body activities, and veterans' <br />benefits. Subrecipient's representatives will provide academic counseling for participants <br />and inform them of Subrecipient's services available to them. <br />D. Labor standards- Subrecipient shall adhere to the Labor standards described in the Act, <br />including Section 181 of the Act, and all other applicable codes and regulations. <br />50. Pell Grants/HEA Title IV: <br />If Subrecipient provides any services under this Contract to applicants for or recipients of Pell <br />Grants or awards pursuant to Title IV of the Higher Education Act, Subrecipient shall cooperate <br />with County's Project Manager in coordinating these grants and awards with WIOA funding in <br />accordance with 20 C.F.R. 663.320 and section 134 (d) of the Act.
