If the protest does not comply with each of these requirements, it will be rejected as invalid. If <br />the protest is valid, the City's Purchasing Manager, or other designated City staff member, shall <br />review the basis of the protest and all relevant information. The Purchasing Manager will provide <br />a written decision to the protestor within ten (10) business days from receipt of protest. The <br />decision from the Purchasing Manager, or his/her designee, is final and no further appeals will <br />be considered. <br />IV. SUBMITTAL REQUIREMENTS <br />A. GENERAL <br />1. Proposals will be accepted electronically as specified in: <br />REP SECTION I - INTRODUCTION / Electronic Proposal Submittal and Signature <br />11. Deadline: <br />Proposals are due to the City of Santa Ana at the date, time, and location specified in the <br />Notice Inviting Proposals. <br />B. PROPOSAL CONTENTS <br />The proposal format and page limitation, if any, are specified in REP SECTION I - <br />INTRODUCTION / PROJECT DESCRIPTION. <br />Proposals are to be prepared in such a way as to provide a straightforward, concise <br />delineation of capabilities to satisfy the requirements of this REP. Colored displays, <br />promotional materials, etc., are not necessary or desired. Emphasis should be concentrated <br />on conformance to the REP instructions, responsiveness to the REP requirements, and on <br />completeness and clarity of content. Dividers and clear organization of content and material <br />are encouraged. <br />A responsive proposal shall contain the following documentation: <br />1. STATEMENT OF QUALIFICATIONS <br />a. Cover Letter — Proposals shall include a letter signed by a principal or authorized <br />representative who can make legally binding commitments for the entity. <br />b. Contract Agreement Statement: Proposal shall include a statement outlining <br />your concurrence or concerns with any and all provisions as contained in the <br />Agreement attached herein as Attachment 2 in the Appendix. <br />c. Companv Background: Proposal shall provide an introduction and general <br />description of the company's background, nature of business activities, and <br />experience in MRO supplies, consignment inventory, and product support <br />services. <br />City of Santa Ana RFP 20-019 <br />29 LDF'52 <br />
