Chevrolet Tahoe Police Vehicle Purchase, Contract Amendment, and Appropriation Adjustment <br />June 16, 2020 <br />Page 2 <br />Field Operations. Under normal circumstances, Ford has a four -month lead time for the delivery <br />of these vehicles from receipt of order. However, because of the COVID-19 pandemic, Ford <br />temporarily closed their plant, which has further delayed production. <br />In an effort to provide an acceptable solution, Police Department staff contacted several <br />dealerships that provide police rated vehicles. National Auto Fleet Group has Chevrolet Tahoe <br />police vehicles in stock available for immediate purchase. The Tahoes are pursuit -rated and will <br />have Level 3 ballistic door panels, heavy duty, police -rated suspension, upgraded brakes and tires <br />for police applications, high -capacity air cleaner, and a high -output alternator. The Tahoes are an <br />acceptable complement to the Ford Police Interceptor vehicles and will be used by Patrol <br />Sergeants in the field. <br />Santa Ana Ordinance No. NS- 2312 authorizes the City to utilize purchase contracts from any <br />public agency utilizing a competitive bid process. Sourcewell (formerly National Joint Powers <br />Alliance), awarded a contract to National Auto Fleet Group (Contract No. 12716-NAF) for <br />procurement of Cars, Trucks, Vans, SUVs, & Other Vehicles as a result of open competitive <br />bidding on behalf of its members, which includes government agencies. Utilizing the contract <br />awarded to National Auto Fleet Group allows the City to make purchases through January 17, <br />2021, and is in accordance with the City' s existing Purchasing Guidelines. <br />In addition, the Public Works Fleet Division is requesting to amend the contract with Stommel Inc. <br />dba Lehr Auto Electric for police vehicle conversion equipment and installation services, adding <br />$75,000, for a new not to exceed amount of $1,075,000. The Fleet Maintenance Division staff <br />must outfit each of the proposed Tahoes with police -related equipment such as light bars, sirens, <br />weapon racks, security seating, push bumpers, etc. before releasing them to the Police <br />Department. The additional $75,000 will provide $15,000 per vehicle to complete these <br />installations. <br />Lastly, the appropriation adjustment will recognize and appropriate $202,647 in new unanticipated <br />revenues received as a result of the Police Department's participation in the Department of <br />Treasury's Asset Forfeiture Program. The goal of this program is to remove the tools of crime from <br />criminal organizations, deprive wrongdoers of the proceeds of their crimes, recover property that <br />may be used to compensate victims, and deter crime. One of the ancillary benefits of asset <br />forfeiture is the potential to share federal forfeiture proceeds with cooperating state and local law <br />enforcement agencies through equitable sharing. These funds must be used for law enforcement <br />purposes. As a result, $202,647 will be appropriated in the Police Department's Equitable Sharing <br />— Treasury account to fund the Tahoes and related equipment. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Strategic Plan Goal #1 - Community <br />Safety, Objective #5 (provide high quality Police and Fire/Emergency Medical Services response <br />within the City of Santa Ana). <br />20Ci-2 <br />
