LTD., AMERICAN <br />TEXTILE SYSTEMS, AND VICTORY <br />SUPPLY LLC FOR INMATE SUPPLIES IN <br />AN ANNUAL AGGREGATE AMOUNT OF <br />$90,000, AND A TOTAL NOT TO EXCEED <br />AMOUNT OF $450,000 OVER THE FIVE- <br />YEAR PERIOD <br />(SPECIFICATION NO. 20-016) <br />(GENERAL FUND) <br />/s/ Kristine <br />CITY MANAGER <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />RECOMMENDED ACTION <br />Award blanket order contracts for inmate supplies for a three-year period beginning July 1, 2020, <br />and expiring June 30, 2023, with provisions for two one-year renewal options exercisable by the <br />City Manager, in an annual aggregate amount of $90,000, and a total not to exceed amount of <br />$450,000 over the five-year period, subject to non -substantive changes approved by the City <br />Manager and City Attorney, to the following vendors: <br />Vendor Categories <br />Acme Supply Co., Inc., LTD Uniforms <br />American Textile Systems Linens <br />Victory Supply LLC Undergarments, Shoes, and Personal Care Items <br />DISCUSSION <br />The City of Santa Ana maintains a 502-bed jail facility which provides short-term and long-term <br />contracted housing for inmates. Many inmates are housed by the Santa Ana Jail during <br />arraignment and hearing processes. State of California Title 15 provides standard local detention <br />facility guidelines, which mandate that all inmates be supplied with a clean shirt, pants, <br />undergarments, shoes, linens, and basic necessary hygiene items. Upon intake, inmates are <br />provided two full sets of clothing, including undergarments and one set of shoes. Personal care <br />items and linens such as towels, bed sheets, body soap, toothbrush, toothpaste, shampoo, and <br />deodorant are also issued. The contract is designed to facilitate daily operations by providing <br />clothes, shoes, personal care items on an as -needed basis at a significant cost savings based on <br />quantity pricing. <br />22C-1 <br />
