Adopt Resolution approving MND and MMRP <br />June 16, 2020 <br />Page 2 <br />bridge deck, barrier rails, sidewalks, bicycle lanes, a raised median, and lighting to improve traffic <br />flow and provide a safer, more comfortable walking experience for the community, <br />Approval of the Project along with the adoption of a resolution (Exhibit 1) approving the Initial <br />Study/Mitigated Negative Declaration (IS/MND) (Exhibit 2) and the Mitigation Monitoring and <br />Reporting Program (Appendix D of Exhibit 2) will allow the City to pursue funding to complete right- <br />of-way work in preparation for the construction phase of the project. These actions will complete the <br />environmental phase of the Fairview Bridge Replacement and Street Improvements from 9th Street <br />to 16th Street Project. <br />ENVIRONMENTAL IMPACT <br />The proposed Project is required to undergo an environmental review pursuant to the California <br />Environmental Quality Act (CEQA) (California Public Resources Code §§ 21000 et seq.). As such, <br />an IS/MND was prepared for the Project and filed with the State Clearinghouse No. 2020049015. <br />The purpose of an IS/MND is to identify the Project's effects on the environment and to indicate the <br />manner in which those effects can be mitigated or avoided. The project would result in no impacts <br />to agriculture and forestry resources, land use and planning, mineral resources, tribal cultural <br />resources, and wildfire. The project would result in less than significant impacts to, energy, <br />greenhouse gas emissions, population and housing, and recreation. With mitigation, the project <br />would result in less than significant impacts to aesthetics, air quality, biological resources, cultural <br />resources, geology and soils, hazards and hazardous materials, hydrology and water quality, noise, <br />public services, traffic, and utilities and service systems. <br />On April 6, 2020, the draft IS/MND was released for a 30-day public comment period ending on <br />May 12, 2020, and the notice of intent was posted on the project information page on the City's <br />website. The draft IS/MND was also made available for public review on the City's website. <br />Comments were received and responded, but none would result in an impact or require a mitigation <br />measure (Appendix F of Exhibit 2). The following table summarizes the project notification and <br />outreach: <br />Public Notification & Community Outreach <br />Notification by mail <br />Notification was mailed to all property owners/occupants within 500 <br />feet of the project site, and interested parties, on April 6, 2020. <br />Public Outreach <br />Video presentation was posted on City's website on April 20, 2020. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 - Community Facilities & <br />Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City <br />assets), Strategy G (develop and implement the City's Capital Improvement Program in <br />coordination with the Community Investment and Deferred Maintenance Plans). <br />75B-2 <br />
