Summary <br />The City of Santa Ana (City), in conjunction with the California Department of <br />Transportation (Caltrans), District 12, proposes to widen Fairview Street between 9th <br />Street and 16th Street, including replacing the Fairview Street bridge crossing over <br />the Santa Ana River (proposed Project) in Santa Ana, California. The purpose of the <br />project is to reduce congestion and improve pedestrian and bicyclist safety on <br />Fairview Street between 9th Street and 16th Street, consistent with the Orange <br />County Master Plan of Arterial Highways and the City's General Plan Circulation <br />Element. <br />South of 9th Street, Fairview Street provides three lanes in each direction, which are <br />reduced to two lanes in each direction north of 9th Street, across the existing four - <br />lane bridge, to 16th Street. The Fairview Street segment between 9th Street and 16th <br />Street is the only constraint for Fairview Street to be built out to its planned width of <br />six lanes. This condition causes a traffic "bottleneck" during peak hours. In addition, <br />there are no sidewalks, bikeways, or lighting on the existing bridge. Pedestrians and <br />bicyclists currently use the roadway shoulder to cross the bridge. <br />A Type 1 project, as defined by Title 23, Part 772, of the Code of Federal Regulations <br />(23 CFR 772), is any proposed Federal or Federal -aid highway project for the <br />construction of a highway on new location, the physical alteration of an existing <br />highway where there is either substantial horizontal or vertical alignment alteration, <br />or other activities listed as a Type 1 project. The proposed Project is considered a <br />Type 1 project because one additional travel lane in each direction would be added on <br />Fairview Street. A noise analysis is required for all Type 1 projects. <br />Existing land uses in the project area include single-family and multifamily <br />residences, a medical office, a park (Fairview Triangle Habitat Restoration Park), a <br />multi -use trail, vacant land, and office, commercial, and light industrial uses. The <br />primary source of noise in the project area is traffic on Fairview Street. <br />The terrain in the project area can be separated into four areas: <br />• Land uses east of Fairview Street and south of the Santa Ana River include single- <br />family and multifamily residences, vacant land, and commercial uses that range <br />from 3 feet (ft) higher to 7 ft lower in elevation than Fairview Street. <br />Fairview Street Improvements from 9th Street to 16th Street <br />and Bridge Replacement Project Noise Study Report <br />
