During the final design phase, the City <br />Public Works Director or designee shall insure that a Final Water Quality Management Plan (WQMP) be <br />prepared for the Project in compliance with the Waste Discharge Requirements for the County of <br />Orange, Orange County Flood Control District and the Incorporated Cities of Orange County within the <br />Santa Ana Region Areawide Urban Storm Water Runoff Orange County (North Orange County MS4 <br />Permit or most recently adopted North Orange County MS4 Permit), Order R8-2009-0030, NPDES No. <br />CAS618030 (as amended by Order No. R8-2010-0062). The Final WQMP shall be prepared consistent <br />with the requirements of the Model WQMP and Technical Guidance Document for the Preparation of <br />Conceptual/Preliminary and/or Project WQMPs, or subsequent guidance manuals. The Final WQMP shall <br />specify the BMPs to be incorporated into the Project design to target pollutants of concern in runoff <br />from the Project area. The City Public Works Director or designee shall ensure that the BMPs specified in <br />the Final WQMP are incorporated into the final Project design. <br />City of Santa Ana Public <br />Works Director or <br />designee <br />During final design <br />3.11 LAND USE AND PLANNING <br />There are no significant impacts to land use and planning. <br />3.12 MINERAL RESOURCES <br />There are no significant impacts to mineral resources. <br />3.13 NOISE <br />Mitigation Measure NOI-1: Construction Noise Control. During construction, the Construction <br />Contractor will implement the standard noise controls provided below and will adhere to City of Santa <br />Ana (City) Municipal Code construction noise restrictions. The Construction Contractor will provide the <br />City Public Works Director or designee with documentation that the following requirements were <br />adhered to during construction activities: <br />• During all Project area excavation and on-site grading, the Project contractors will equip all <br />construction equipment, fixed or mobile, with properly operating and maintained mufflers consistent <br />with manufacturers' standards. <br />• The Project contractor will place all stationary construction equipment so that emitted noise is <br />directed away from receptors nearest the Project area. <br />• The construction contractor will locate equipment staging in areas that will create the greatest <br />distance between construction-related noise sources and receptors nearest the Project area during all <br />Project construction. <br />• During all Project area construction, the construction contractor will limit all construction-related <br />activities to the hours between 7:00 a.m. and 8:00 p.m. Monday through Saturday.
