M ITIGATION M ONITORING A ND R EPORTING P ROGRAM <br />A PRIL 2020 <br />F AIRVIEW B RIDGE R EPLACEMENT AND S TREET I MPROVEMENTS (9TH S TREET TO 16TH S TREET) P ROJECT <br />C ITY OF S ANTA A NA, C ALIFORNIA <br /> <br />R:\WKE1702\ISMND\Public Review Draft ISMND\Appendix D Fairview St Bridge MMRP.docx (04/02/20) 5 <br />Table A.1: Mitigation Monitoring and Reporting Program <br />Mitigation Measures <br />Responsible Party Timing for <br />Mitigation Measure <br />Completion <br />Date <br />the prevention of such material spilling onto public streets and roads. <br />• Construction activities will adhere to the City Special Provisions, Greenbook (2018 or most current) <br />standard specifications, or California Department of Transportation (Caltrans) Standard Specifications <br />for Construction, Sections 14-9.02 and 14-9.03, as applicable. <br />• Should the Project geologist determine that asbestos-containing materials (ACMs) are present at the <br />Project area during final inspection prior to construction, the appropriate methods will be <br />implemented to remove ACMs. <br />• All construction vehicles both on and off site shall be prohibited from idling in excess of 5 minutes. <br />• The Construction Contractor shall require all off-road diesel-powered construction equipment of <br />greater than 50 horsepower used for the Project meets the California Air Resources Board Tier 4 <br />emissions standards. <br />3.4 BIOLOGICAL RESOURCES <br />Mitigation Measure BIO-1: Nesting Bird Surveys and Avoidance. If vegetation removal, construction, or <br />grading activities are planned to occur within the nesting bird season (February 1 to September 30), the <br />City of Santa Ana (City) Public Works Director or designee shall ensure that a qualified biologist conducts <br />a preconstruction nesting bird survey no more than three days prior to the start of such activities. The <br />nesting bird survey shall include the Project site and areas immediately adjacent to the site that could <br />potentially be affected by Project-related activities such as noise, vibration, increased human activity, <br />and dust, etc. For any active nest(s) identified, the qualified biologist shall establish an appropriate buffer <br />zone around the active nest(s). The appropriate buffer shall be determined by the qualified biologist <br />based on the species, location, and nature of the proposed activities. Project activities shall be avoided <br />within the buffer zone until the nest is deemed no longer active by the qualified biologist. <br />City of Santa Ana Public <br />Works Director or <br />designee/ Construction <br />Contractor <br />During construction if <br />work during the nesting <br />season (February 1 to <br />August 31) is delayed for <br />longer than a period of <br />10 consecutive days <br /> <br />Mitigation Measure BIO-2: Bat Eviction/Exclusion. To avoid direct mortality of individual bats, the City <br />Public Works Director or designee shall ensure that humane evictions (if bats are present) and exclusions <br />of roosting bats shall be performed under the supervision of a California Department of Fish and Wildlife <br />(CDFW) approved bat biologist prior to bridge demolition activities. Eviction/exclusion activities shall be <br />performed in the fall (September or October) prior to bridge demolition. Exclusion activities may be <br />implemented in one or two phases at the discretion of the qualified bat biologist and in coordination <br />with the City Public Works Director or designee and Project Design Team. <br />City of Santa Ana Public <br />Works Director or <br />designee/ Project <br />Design Team/ <br />Construction <br />Contractor <br />Prior to and during <br />construction <br /> <br />Mitigation Measure BIO-3: Alternate Bat Roosting Habitat. The City Public Works Director or designee <br />shall ensure that alternate bat roosting habitat is incorporated into the design of the new bridge to <br />replace crevice habitat lost from removal of the existing Fairview Street bridge over the Santa Ana River. <br />The specifications for this replacement habitat shall be designed in consultation with a qualified bat <br />biologist. <br />City of Santa Ana Public <br />Works Director or <br />designee <br />During Project design <br />Mitigation Measure BIO-4: Swallow Nest Removal.
