It is a $650 million one-time block grant, to be fully spent by <br />2025, that provides local jurisdictions with funds to support regional coordination and expand or <br />develop local capacity to address their immediate homelessness challenges. Activities are to follow <br />a best -practices framework focused on moving homeless individuals and families into permanent <br />housing and supporting the efforts of those individuals and families to maintain their permanent <br />housing. On April 29, 2020, City staff submitted the official application to the State of California in <br />order to receive the $8,422,162.84 million allocated to Santa Ana. <br />On June 16, 2020, the City Council approved an operational agreement with Illumination <br />Foundation to operate a year-round homeless navigation center and recuperative care facility <br />(HSNC) at 1815 Carnegie Avenue. The facility will provide resources for individuals, families with <br />children, and special needs populations who are homeless in the City of Santa Ana. The HSNC <br />will include supportive service programs designed to provide a safe environment for those <br />experiencing homelessness on the streets of Santa Ana and a pathway to transition into permanent <br />housing. The City plans to use the lion's share of the HHAP funding for the homeless navigation <br />center and recuperative care facility. <br />As required by the grant, eight percent of the HHAP funding must be used specifically for homeless <br />transitional age youth (TAY). It is the intent of the City, to enter into an agreement with a non-profit <br />service provider to create a program for homeless youth. Many of the young adults who will be <br />served at this program such as this are challenged by homelessness as they transition from state <br />20B-1 <br />
