Approval of City -Wide Contractual Services Agreements <br />July 7, 2020 <br />Page 3 <br />The Human Resources Agency (HR) is requesting that the City Council approve a three-year <br />agreement with Reach Employee Assistance, Inc. (Reach) for employee counseling and <br />assistance services for an annual amount of $31,932 and a total agreement amount of $95,796, <br />effective January 1, 2021 through December 31, 2023. The City has previously contracted with <br />Reach to provide these services, which include licensed and certified employee assistance <br />professionals that provide short-term counseling, assessment, and referral services. Reach <br />services has been shown to contribute to decreased absenteeism, reduced accidents, fewer <br />workers compensation claims, greater employee retention, fewer labor disputes, significantly <br />reduce medical costs arising from early identification and treatment of individual mental health and <br />substance use issues. <br />Parks, Recreation, and Community Services Agency Agreements <br />The Parks, Recreation and Community Services Agency (PRCSA) is requesting that the City <br />Council approve amendments to extend the terms of two agreements: one with Electro <br />Construction and the other with Nila, Inc. The agreements involve replacement of sports lighting <br />at the Santa Ana Stadium and Jerome Park with new energy -efficient LED lighting. The project <br />has experienced delays in obtaining the needed materials due to COVID-19. Therefore, PRCSA is <br />requesting to extend the term of both agreements from September 30, 2020 to December 31, 2020, <br />in order to provide the contractors will sufficient time to complete the projects. <br />Public Works Agency Agreement <br />The Public Works Agency Water Resources Division is committed to providing a high -quality sewer <br />collection and conveyance system that is in compliance with the Waste Discharge Requirements <br />(WDR) adopted by the State Water Resources Control Board. The consultant EEC Environmental <br />(EEC) provides consulting services that assist City staff with implementing key WDR-mandated <br />programs, including Sewer System Management Plain auditing, maintenance optimization and the <br />City's Fats, Oils, and Grease (FOG) control program as specified in Section 39-56 of the City's <br />Municipal Code.
