The <br />Finance Department, City Attorney's Office, the Parks, Recreation and Community Services <br />Agency, the Public Works Agency, and Human Resources Agency are recommending that the City <br />Council to approve the contractual services agreements beginning FY 20-21. These contracts <br />support standard ongoing operations and are all included within the budget for FY 20-21. The <br />various contracts are for services with the following vendors and in the amounts noted below. The <br />Parks, Recreation and Community Services Agency agreement amendments that are part of this <br />request only extend the termination date of the agreements. <br />City Attorney's Office Agreements <br />The City Attorney's Office is requesting that the City Council approve an amendment to the <br />agreement with Carpenter Rothans & Dumont to extend the term for two months, from April 17, <br />2021 to June 30, 2021, to align with the end of the fiscal year. No additional funds are requested <br />for this amendment. Carpenter Rothans & Dumont provides legal services in the area of police <br />defense. In addition, the City Attorney's Office requests approval of a legal services agreement <br />with Talley & Talley, APC, not to exceed $250,000 for July 1, 2020 to June 30, 2021, to continue <br />representation of the City on several pending tort (trip and fall) and police matters. <br />Finance and Management Services Agency Agreements <br />The Finance Department asks the City Council to authorize the City Manager to execute a two year <br />agreement with Civic Collections, Inc. ("CCI"), for canvassing and collection of new and delinquent <br />dog license fees, effective July 1, 2020 through June 30, 2022, with the option to extend one <br />additional year from July 1, 2022 through June 30, 2023 upon a written request executed by the <br />City Manager, for an annual amount not to exceed $150,000 paid for with the funds collected by <br />the consultant. The field inspection and collection efforts provided by CCI have resulted in a <br />significantly higher rate of revenue recovery than experienced using in-house resources. As such, <br />the City is seeking to maintain the relationship with CCI, which promotes quality of service and <br />increased efficiency. <br />Human Resources Department Agreement <br />25A-2 <br />
