City of Santa Ana, California <br />Proposal for Municipal Financial Advisory Services <br />March 12, 2020 <br />Mr. Morales earned his undergraduate degree from the University of Michigan, a Master of Public Policy <br />(MPP) from the Harvard Kennedy School of Government, and an MBA from UCLA as a Dean's Fellowship <br />Recipient. <br />Branden Kfoury, Senior Associate <br />Branden Kfoury joined Urban Futures in June 2019. Previously, Mr. Kfoury was a <br />Senior Associate at Fieldman, Rolapp & Associates where he worked from 2017 to <br />2019 supporting the firm's City clients. He has provided financing and execution <br />support for general fund, enterprise revenue, general obligation, special tax and tax <br />allocation bond issuances. He has experience on lease revenue bond transactions for <br />the Cities of Downey and San Bruno. Prior to Fieldman, he managed revenue <br />reporting and analysis for the brand advertising group at the website Houzz. From <br />2010 to 2013, Mr. Kfoury was an associate in the public finance group at BMO Capital Markets in New <br />York. He began his career in the municipal securities industry as a credit analyst at National Public Finance <br />Guarantee Corporation. <br />Mr. Kfoury received his Bachelor of Science degree in Finance with a minor in Politics from the New York <br />University Stern School of Business. <br />Russell Sager, Senior Analyst <br />Russell serves as the program manager for the firm's Continuing Disclosure Practice. He <br />has over 5 years' experience working exclusively on post -issuance compliance. He is " <br />directly involved in the production of over 300 reports for over 90 agencies on an annual <br />basis. He understands all aspects of the Continuing Disclosure reports and has the <br />expertise required for developing tables for those reports using in-house data sources. <br />He is responsible for the review and quality control of the reports that are generated <br />each year. Additionally, he oversees the production of other post -issuance compliance <br />obligations such as Annual Debt Transparency Reports, Annual Fiscal Status Reports, and <br />Arbitrage Rebate calculations. <br />Russell holds a Bachelor of Arts degree in Economics from California State University, Fresno. <br />un <br />25F-47 <br />A-3 <br />
