City of Santa Ana <br />RFP; Year -Round Homeless Shelter and Navigation Center <br />homeless and chronically homeless. <br />2) Compliance and Performance History: Respondents and partners must <br />demonstrate compliance with prior City funding awards and consistent <br />conformance with all applicable rules and regulations. The Respondent's prior <br />projects over the previous five (5) years must not have resulted in either <br />financial loss to the City of Santa Ana or audit findings. <br />3) Financial Considerations: Respondents must demonstrate an absence of <br />suspensions/debarments, suits/liens/judgments, and criminal or fraud <br />evidence. <br />Development Standards: Santa Ana will entertain proposals incorporating the <br />utilization of a City asset, Respondent -owned asset, and/or the acquisition of a newly <br />identified property using the below guidelines: <br />A. Real Estate Selection: <br />1) Location / address / parcel number. <br />2) City -Owned Asset: Proposals including the utilization of a City asset, must <br />also include a third -party feasibility analysis. <br />3) Respondent -Owned or Controlled Asset: Respondent identifies an existing <br />asset, and the City provides funding for the expansion and/or rehabilitation of <br />the site. <br />4) Site Acquisition/Lease: City acquires site proposed by Respondent and <br />provides leasing opportunities for operator (propose rate in operating pro <br />forma). <br />B. Business Plan: <br />1) Santa Ana requires the Respondent to submit a five-year business plan for the <br />shelter operation. <br />2) Included in the business plan should be an operational pro forma for the Shelter <br />which incorporates the City contributions and other leveraged sources while <br />also demonstrating how the program will be sustainable after City funding for <br />capital and operations expire. <br />C. Commercial Space Funding: City capital funds cannot be used to fund <br />commercial/retail space. Applications must show non -City sources of funds for any <br />commercial space in the project (including acquisition cost and/or rehabilitation cost) <br />on the project pro forma or state in the General Application narrative no City funds <br />will be used as a source for commercial/retail spaces. <br />D. Ownership Structure: <br />1) Respondents must describe the ownership structure for the proposed HSNC <br />facility. <br />E. Preliminary Project pro forma (including predevelopment costs): <br />1) The City will provide up to ten -years of operating support, subject to <br />budgetary authority; <br />2) All funds associated with operations and provision of services will be funded <br />on a 45-day reimbursable basis by the City to Respondent; <br />3) The operator must establish and maintain 90 days of operating cash reserve <br />at time of contract execution; <br />4) The City, through shelter operator for all services provided; the Shelter <br />18 <br />
