Ait <br />STIPEND POLICY <br />Santa Ana Workforce Innovation Opportunity Act <br />PURPOSE: The Santa Ana Workforce Innovation Opportunity Act (SAWIOA) program allows <br />for stipend payments when a participant's ISP indicates that they would benefit from an <br />education or training program as part of their SAWIOA related activities. A stipend is defined as <br />a regular small payment made to a SAWIOA participant during his/her enrollment to encourage <br />and motivate them to reach specific goals and obtain positive goals and obtain positive <br />outcomes. We, Project Kinship, will be offering out SAWIOA enrolled participants with program <br />attendance stipends. The program attendance stipends will be issued to our enrolled participants <br />for the successful completion of predetermined employment training, employment obtainment, <br />and employment retention. This policy will give direction as to how the SAWIOA funding for <br />stipends will be used. <br />*According to the IRS publications: stipends are considered miscellaneous <br />compensation and are taxable. <br />PROCEDURES <br />All SAWIOA enrolled participants are eligible for stipends when it will assist the participant in <br />reaching their training and employment goals. Stipends will be provided to help our participants <br />to engage in approved SAWIOA activities and services. The maximum amount that our <br />participants will receive as stipends will be $2,500.00 <br />All stipends provided by our Case Managers will be procured using our stipend request form and <br />as a check request. This form should be completed as a request according to the participant's <br />need(s). The type of stipend service must be selected on the form and the reason for the need <br />must be included. Stipends may only be paid for activities which begin and are completed after <br />enrollment and prior to closure. <br />ELIGIBILITY <br />The following criteria must be used in establishing a stipend recipient: <br />1. Participant must be fully enrolled in the SAWIOA program. All referral and enrollment <br />documents must be completed and entered into the CalJobs system prior to any <br />stipends being issued. <br />EXHIBIT C <br />
