Would the project be located on a site which is included on a list of hazardous materials sites <br />compiled pursuant to Government Code Section 65962.5 and, as a result would it create a <br />significant hazard to the public or the environment? <br />No Impact. According to the Department of Toxic Substances Control EnviroStor database,21 the <br />Project site is not located on a federal Superfund site, State response site, voluntary -cleanup site, <br />school cleanup site, evaluation site, school investigation site, military evaluation site, tiered permit <br />site, or corrective -action site. In addition, the Project site is not included on the list of hazardous - <br />materials sites compiled pursuant to Government Code Section 65962.5.22 As a result, no impacts <br />related to hazardous -materials sites would occur. No mitigation is required. <br />e. For a project located within an airport land use plan or, where such a plan has not been adopted, <br />within 2 miles of a public airport or public use airport, would the project result in a safety hazard <br />or excessive noise for people residing or working in the project area? <br />No Impact. The closest airport to the Project site is the John Wayne Airport, which is located <br />approximately 6.6 mi southeast of the Project site; however, the Project site is not located within <br />the Airport Land Use Plan. The proposed Project's operation would be similar to the existing <br />conditions. Because the Project area is not located within an Airport Land Use Plan, the proposed <br />Project would not involve the introduction of residential or employment uses in the Project area, <br />the proposed Project would not significantly change the roadway from existing conditions, and the <br />proposed Project would result in no impacts related to aviation -related safety hazards or excessive <br />noise for construction workers or travelers using the bridge or SART. No mitigation is required. <br />f. Would the project impair implementation of or physically interfere with an adopted emergency <br />response plan or emergency evacuation plan? <br />Less Than Significant with Mitigation Incorporated. Fairview Street would remain open during the <br />construction period (at least one lane with a pedestrian/bicyclist area); northbound and southbound <br />traffic would be shifted to one side of the bridge while the other side is replaced. Access to <br />properties would be maintained. However, construction activities may temporarily restrict local <br />vehicular traffic, which could affect emergency response or evacuation. There are no local adopted <br />emergency responses or emergency evaluation plans applicable to the Project area. A Traffic <br />Management Plan (TMP) is needed to ensure that adequate emergency response and evacuation <br />will be maintained. Mitigation Measure TR-1, provided later in Section 3.17, Transportation, requires <br />that a TMP be developed during final design to address impacts to local circulation during <br />construction, including emergency access. The TMP would require that emergency service providers <br />be notified prior to Project construction regarding any temporary limitations to emergency access. <br />Therefore, with implementation of Mitigation Measure TR-1, potential impacts to emergency <br />response and evacuation plans during construction would be reduced to less than significant. <br />21 California Department of Toxic Substances Control. 2019.
