Would the project expose people or structures, either directly or indirectly, to a significant risk of <br />loss, injury or death involving wildland fires? <br />Less Than Significant Impact. According to the California Department of Forestry and Fire <br />Protection, the Project site is within a designated Non Very High Fire Hazard Severity Zone (Non- <br />VHFHSZ).23 Construction of the proposed Project would be required to adhere to construction <br />provisions in the Citys Municipal Code. With adherence to development standards in the City's <br />Municipal Code, there would be no impact associated with wildland fires, and no mitigation is <br />required. <br />3.9.3 Mitigation Measures <br />Mitigation Measure HAZ-1 <br />Hazardous Materials Testing and Removal. During Project design <br />and construction, the Design Engineer and the Construction <br />Contractor shall adhere to the requirements listed below. <br />Documentation of compliance with these requirements shall be <br />provided to the City of Santa Ana (City) Public Works Director or <br />designee. <br />• Treated wood waste will either be disposed of as a hazardous <br />waste or tested and handled in accordance with California Code <br />of Regulations (CCR), Title 22, Division 4.5, Chapter 34. <br />• If not tested for lead and chromium prior to removal, yellow <br />traffic striping shall be managed consistent with California <br />Department of Transportation (Caltrans) Standard Special <br />Provision 14.11.12, Remove yellow Traffic Stripe and Pavement <br />Marking with Hazardous Waste Residue, or the equivalent. <br />• Affected pole -mounted transformers will be removed by <br />Southern California Edison personnel or qualified contractors. <br />• A hazardous building materials survey, including <br />asbestos -containing materials and lead -based paint, will be <br />conducted on the Fairview Street bridge, as well as any <br />additional structures to be disturbed. Hazardous building <br />materials will be removed and disposed of consistent with the <br />South Coast Air Quality Management District (SCAQMD) Rules <br />and Regulations and the California Health and Safety Code. <br />• Any suspect hazardous waste found during construction <br />activities will be handled, treated, or disposed of consistent <br />with local, State, and federal laws. <br />23 California Department of Forestry and Fire Protection. 2011.
