PLHA Plan <br />August 18, 2020 <br />Page 2 <br />management services that allow people to obtain and retain housing, operating and capital costs <br />for navigation centers and emergency shelters, and the new construction, rehabilitation, and <br />preservation of permanent and transitional housing. <br />In order to receive PLHA funds, the City is required to submit a PLHA Plan detailing the manner <br />in which allocated funds will be used as well as providing evidence that the Plan was authorized <br />and adopted by resolution by the City Council. The City must also show that the public had <br />adequate opportunity to review and comment on its content. The PLHA Plan (Exhibit 1) was <br />advertised on May 18, 2020 in the Orange County Register and was also posted on the City's <br />website. The public comment period ran from May 18, 2020 through June 4, 2020. The City <br />received one public comment in regards to making local housing attainable. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. Upon award and receipt of the PLHA <br />funding, an appropriation adjustment will be agendized for City Council consideration at a future <br />meeting to recognize the funds. <br />Submitted By: Steven A.
