ROH: 08/18/20 <br />RESOLUTION NO. 2020- <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AUTHORIZING AND ADOPTING A PLAN AND <br />AUTHORIZING THE SUBMISSION OF AN APPLICATION <br />FOR PERMANENT LOCAL HOUSING ALLOCATION <br />("PLHA") FUNDS <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. The State of California ("State"), Department of Housing and Community <br />Development ("Department') is authorized to provide up to $195 million <br />under the SB 2 Permanent Local Housing Allocation Program Formula <br />Component from the Building Homes and Jobs Trust Fund for assistance <br />to Cities and Counties (as described in Health and Safety Code section <br />50470 et seq. (Chapter 364, Statutes of 2017 (SB 2)). <br />B. The Department issued a Notice of Funding Availability ("NOFA") dated <br />February 26, 2020, under the Permanent Local Housing Allocation <br />("PLHA") Program. <br />C. The City of Santa Ana ("Applicant') is an eligible Local Government <br />applying for the program to administer one or more eligible activities. <br />D. The Department may approve funding allocations for the PLHA Program, <br />subject to the terms and conditions of the PLHA Guidelines, PLHA NOFA, <br />PLHA Program requirements, the Standard Agreement and other <br />contracts between the Department and PLHA grant recipients. <br />E. Pursuant to section 302(c)(4) of the PLHA Guidelines, the Applicant <br />drafted a Five -Year PLHA Plan detailing the manner in which allocated <br />PLHA funds will be used, which will be for the operation of a homeless <br />navigation center, a PLHA eligible activity. <br />F. As required by the PLHA Guidelines, the public had adequate opportunity <br />to review and comment on the content of the PLHA Plan during the public <br />comment period, which ran from May 18, 2020, through June 4, 2020. <br />G. On June 2, 2020, the City Council approved Resolution No. 2020-047 <br />authorizing the City to apply for and administer the PLHA Plan. However, <br />upon submission of the application, Applicant was contacted by the <br />55A-$ Resolution No. 2020 <br />
