REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />AUGUST 18, 2020 <br />TITLE: <br />ADOPT A RESOLUTION TO UPDATE AND <br />CENTRALIZE THE CITY'S MASTER PAY <br />SCHEDULE FOR FISCAL YEARS 2016- <br />2017, 2017-2018, AND 2018-2019 IN <br />CONFORMANCE WITH TITLE 2 OF THE <br />CALIFORNIA CODE OF REGULATIONS <br />SECTION 570.5 AND THE CALIFORNIA <br />PUBLIC EMPLOYEES' RETIREMENT <br />SYSTEM <br />Is/Kristine <br />CITY MANAGER <br />CLERK OF COUNCIL USE ONLY: <br />❑ <br />As Recommended <br />❑ <br />As Amended <br />❑ <br />Ordinance on 11' Reading <br />❑ <br />Ordinance on 2ntl Reading <br />❑ <br />Implementing Resolution <br />❑ <br />Set Public Hearing For <br />CONTINUED TO <br />Ia1III a►[IIIIIJAIQ1117 <br />RECOMMENDED ACTION <br />Adopt a Resolution to update and centralize the City's Master Pay Schedule for Fiscal Years <br />2016-2017, 2017-2018, and 2018-2019 for all represented and unrepresented employee <br />classifications of the City of Santa Ana covered by a City adopted Classification and <br />Compensation Plan to conform with Title 2 of the California Code of Regulations Section 570.5, <br />listing all employee pay rates on a publicly available master pay schedule approved and adopted <br />by the City Council. <br />DISCUSSION <br />The California Public Employees' Retirement System (CaIPERS) conducted an examination of <br />records for a period of July 1, 2017 through August 31, 2019. The objective of the examination <br />was to determine whether public agency employer's pay schedules complied with Title 2 of the <br />California Code of Regulations Section 570.5 and CaIPERS, which recommends that employers <br />maintain their compensation levels in one publicly available and centralized document, approved <br />and adopted by the governing body. <br />The CaIPERS examination determined that Fiscal Years 2016-2017, 2017-2018, and 2018-2019 <br />Master Pay Schedules, which had been centralized and made publically available through the <br />City's website, had not been adopted by the Council. CaIPERS' recommends that Fiscal Years <br />2016-2017, 2017-2018, and 2018-2019 Master Pay Schedules be adopted by the Council in <br />order to comply with Title 2 of the California Code of Regulations Section 570.5 and CaIPERS. <br />The adoption of this resolution (Exhibit 1) is purely administrative and will not supersede the <br />current Master Pay Schedule that was adopted and centralized on February 18, 2020, through <br />Resolution 2020-006. <br />55B-1 <br />
