Adopt Resolution to Update and Centralize the City's Master Pay Schedule <br />August 18, 2020 <br />Page 2 <br />Prior to Fiscal Year 2019-2020, the City did not have a process to adopt and centralize the City's <br />Master Pay schedule. On December 3, 2019, Council adopted Resolution 2019-111, which <br />created a process by which to adopt and centralize all future Master Pay Schedules in <br />conformance with Title 2 of the California Code of Regulations Section 570.5 and CalPERS, <br />which recommends all CalPERS employers to maintain their compensation levels in one <br />publically available document, approved and adopted by the governing body. This allows <br />CalPERS to accurately calculate employer contributions, payment of benefits, reduction of <br />benefits, and maintain accurate reporting. <br />FISCAL IMPACT <br />Adoption of a Master Salary Schedule has no fiscal impact to the City in its preparation nor <br />distribution, as the actions already occurred. If this resolution (Exhibit 1) is not adopted, the <br />potential fiscal impact for retiring employees could be significant because CalPERS has stated <br />that if an agency cannot provide a document meeting the requirements of Title 2 of the California <br />Code of Regulations Section 570.5, then CalPERS may determine that the pay amount fails to <br />meet the definition of pay rate. <br />Submitted by: Steven V.
