Adopt a resolution certifying Final Environmental Impact Report No. 2020-01 (SCH No. <br />2019080011), including adoption of environmental findings of fact pursuant to the California <br />Environmental Quality Act, adoption of a Statement of Overriding Considerations, and adoption <br />of a Mitigation Monitoring and Reporting Program; <br />2. Adopt a resolution approving General Plan Amendment (GPA) No. 2020-02; and <br />3. Adopt an ordinance approving Amendment Application (AA) No. 2020-01 to establish Specific <br />Development No. 96. <br />Executive Summary <br />Jeremy Ogulnick, representing Arrimus Capital, is requesting approval of a general plan <br />amendment and amendment application (zone change) to facilitate the construction of a mixed -use <br />development known as The Bowery. The development would consist of four primary buildings and <br />two freestanding commercial pads that would contain a total of 1,100 residential units and 80,000 <br />square feet of leasable commercial area at 2300, 2310, and 2320 South Redhill Avenue. Pursuant <br />to the California Environmental Quality Act (CEQA), the proposed development requires certification <br />of an environmental impact report, adoption of environmental findings of fact and a statement of <br />overriding considerations, and adoption of a mitigation monitoring and reporting program. It is <br />recommended that the Planning Commission recommend approval of the request, as the project <br />demonstrates high -quality site planning, design, and amenities; contains a mixture of land uses that <br />promotes sustainable living integrated with commercial development and the site is close to jobs - <br />rich employment centers; and contributes to the City's housing stock through both production of <br />onsite units and payment of in -lieu affordable housing funds. <br />75C-397 <br />
