Jeremy Ogulnick
May 5, 2020
Page 5
Figure 3 graphically illustrates the transit routes of OCTA within the vicinity of the
project. Figure 4 identifies the locations of the existing bus stops in proximity to the
Project site.
It is noted that based on review of Section 5.14 SB743 Compliance of The Bowery
Traffic Impact Analysis prepared by E I P I D Solutions, dated December 12, 2019, it
was concluded that the proposed Project would have a less than significant VMT
impact since the Project site is located adjacent to existing transit service with an
interval of approximately 6 minutes (Bus Route 71, 72 and 472) during the peak
commute hours and is located within a 2040 High -Quality Transit Area per SCAG
GIS data.
Project's Proximity to Bicycle Facilities
The City of Santa Ana, Irvine and Tustin all promote bicycling as a means of mobility
and a way in which to improve the quality of life within its community. The Bikeway
Master Plan recognizes the needs of bicycle users and aims to create a complete and
safe bicycle network throughout the City. Currently, not many bicycle facilities exist
in the study area, with the exception of a Class I bike lane along Red Hill Avenue,
between Warner Avenue and Alton Avenue. In addition, a Class R bike lanes along
Grand Avenue and Edinger Avenue, between Edinger Avenue and Dyer Road and
between Chestnut Avenue and Dyer Road. Class I bike lanes along Valencia Avenue,
Armstrong Avenue, east of Barranca Parkway.
