Tustin Ranch Road and Warner Avenue North: For City of Tustin locations where the <br />intersection capacity utilization (ICU) is greater than the acceptable level of service (i.e., LOS <br />E or ICU is greater than .90), mitigation of the project contribution is required to bring the <br />intersection back to no -project conditions or better if the project contribution is greater <br />than .02 or greater at non -Congestion Management Program (CMP) locations. Therefore, <br />this intersection is not considered adversely impacted by the proposed project. The DEIR <br />indicates that the intersection is adversely impacted and should be revised. <br />15. Project feature of a new signal at Driveway 1/Warner Avenue intersection: Due to its <br />proximity to the Red Hill Avenue and Warner Avenue signalized intersection maintained by <br />the City of Tustin, it is expected that the proposed new signal at Driveway 1/Warner Avenue <br />be also maintained by the City of Tustin. The Project shall be required to collaborate with <br />the City of Tustin in its design and construction. <br />16. Future Project of a Class II Bicycle Facility on Warner Avenue: The proposed project shall be <br />required to collaborate on the proposed joint Santa Ana/Tustin project to add a Class II Bike <br />Lane on Warner Avenue on the northern boundary of the Project, with the City of Santa Ana <br />as the lead. <br />17. The through traffic volumes on Warner Avenue west of Red Hill Avenue decrease <br />significantly to/from the Red Hill Avenue and Warner Avenue intersection, which may <br />underestimate the project impact at the proposed signalized project driveway on Warner <br />Avenue. Please provide an explanation of the decreased through traffic volumes. <br />18. In Tables 8 and 12, please correct the level of service (LOS) for Intersection 22 — Red Hill <br />Avenue at Edinger Avenue to LOS D in the PM peak hour. <br />Thank you again for the opportunity to provide comments on the proposed project.
