Julie Gallegos spoke in support of investing in the youth, however, requests more <br />details. <br />Idalia Rios spoke in support of the item and hopes that both the City and the School <br />District collaborate for the benefit of all. <br />Council discussion continued at the end of public comments and additional <br />direction provided to city staff. <br />Councilmember Penaloza expressed concern and opposition to item 85B. <br />Councilmember Bacerra expressed concern and opposed item 85B. <br />Executive Director of Parks, Recreation, and Community Agency Lisa Rudloff <br />spoke. <br />Mayor Pro Tern Villegas spoke in support of the plan provided by Executive <br />Director of Parks, Recreation, and Community Agency Lisa Rudloff outlined in her <br />2019 memo along with redeploying the part-timers. <br />Councilmember Bacerra clarified that the code does not require the Youth <br />Commission ratify a list before proceeding with the implementation of programs. <br />Councilmember Sarmiento clarified that the cannabis funds are restricted for youth <br />expenditures and youth programing. Expressed support of opinions from all school <br />districts, however, city staff, in particular Executive Director of Parks, Recreation, <br />and Community Agency Lisa Rudloff, have given a lot of thought of how the city <br />should expend these monies and the city has an obligation and role to deliver youth <br />services. In addition, requested that funds be provided direction to include WiFi <br />access to benefit youth and residents. <br />Councilmember Penaloza, spoke on the need to provide WiFi access to the <br />community. <br />Councilmember Mendoza, reported that Santa Ana Unified School <br />District purchased hotspots and urged the city to collaborate with Santa Ana <br />Unified School District. <br />Councilmember Penaloza, spoke on working on a partnership with the Santa Ana <br />Unified School District. <br />Mayor Pulido, believes there is a middle ground, is supportive of monies to stay <br />with the city to do more for youth and directed city manager to bring back ideas, <br />talk with councilmembers regarding wish list and return to council to move forward <br />with youth services. <br />DRAFT CITY COUNCIL MINUTES 9 JUNE 18, 2020 <br />
