We strongly encourage the City Council to reject calls to mandate skilled and trained workforces. <br />The cost of such a requirement will make residential development financially infeasible for many <br />BIA members, undermining the good intentions behind the City's proposed HOO reforms. Suggestions <br />that developers will simply "figure out" how to absorb such costs ignore basic economics. The reality <br />is that builders will take a pass on Santa Ana, and look instead to nearby cities that let developers and <br />labor unions negotiate freely, without a City mandate. <br />Thank you for your thoughtful consideration. <br />Respectfully, <br />Steven C.
