Proposal to Provide <br />Community Workforce Agreement Professional Administrative Services <br />Jeremy Turner <br />Project Manager and CWA Administrator <br />As an experienced Project Manager with eight years in <br />the industry, Jeremy brings a number of relevant skills <br />to his Technical Advisor role. He is adept in compliance <br />program development, administration, and <br />monitoring/reporting associated with LCPs. He has <br />worked on public works projects throughout California, <br />managing TSG staff and overseeing data collection and <br />analysis for use in local, State, and/or Federal LCPs. <br />Jeremy oversees compliance data collection and <br />analysis for LCP and PLA administration, including local <br />or targeted worker utilization programs. He is also <br />highly skilled in ensuring clear lines of communication <br />and serving as a link between the owner, general <br />contractors, subcontractors, local work source centers, <br />and community -based organizations regarding LCP and <br />funding requirements. <br />Relevant Experience <br />City of Fresno, Southeast Surface Water Treatment Facility (WTF), Fresno, CA: Project <br />Manager. Manages TSG team responsible for labor compliance monitoring, enforcement, <br />and reporting to fulfill all California Labor Code and Federal Davis -Bacon requirements for <br />this $160M project. Also assists in advising contractors on all labor compliance <br />requirements and coordinating formal enforcement actions among public and private <br />agencies and the City. This program involves CWSRF funding and TSG is assisting the City in <br />meeting all funding requirements. <br />City of San Mateo, Wastewater Treatment Plant (WTP) Upgrade, San Mateo, CA: Project <br />Manager. TSG is providing labor compliance consulting services for this $2.5M WTP <br />expansion and upgrade as part of the City's Clean Water Program. Enforces compliance with <br />California prevailing wage. Responsible for managing TSG staff providing support with <br />project funding and DIR program requirements; maintaining labor compliance files; <br />distributing certified payroll forms, wage determination, and LCP posters; receiving/auditing <br />CPRsto assure prevailing wage compliance; and conducting, documenting, and reporting <br />prevailing wagejob site interviews. Responsible for identifying potential labor compliance <br />claim issues before they arise including investigating probable violations and complaints of <br />underpayment; verifying registration of apprentices as per California Labor Code <br />requirements; providing monthly reports on submission of payroll records; enforcing <br />delinquent/incomplete payroll records; and performing ongoing contractor education. <br />C THE. <br />$GLI$ 137 N.
