REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 15, 2020 <br />TITLE: <br />APPROVE AMENDMENT TO <br />AGREEMENT WITH NAPHCARE, INC. <br />TO PROVIDE INMATE MEDICAL <br />SERVICES FOR THE SANTA ANA <br />JAIL IN THE AMOUNT OF <br />$2,836,417.94 <br />(GENERAL FUND) <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ <br />As Recommended <br />❑ <br />As Amended <br />❑ <br />Ordinance on 1� Reading <br />❑ <br />Ordinance on god Reading <br />❑ <br />Implementing Resolution <br />❑ <br />Set Public Hearing For <br />CK01►111►IN] 0QIto] <br />/s/ Kristine Ridge FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute a one-year agreement amendment with NaphCare, Inc. to <br />provide basic and emergency inmate health care services for Santa Ana Jail for the period of <br />October 1, 2020 through September 30, 2021, in the amount of $2,836,417.94, including a <br />$200,000 contingency, subject to non -substantive changes approved by the City Manager and City <br />Attorney. <br />DISCUSSION <br />California's Board of State and Community Corrections (BSCC) requires agencies to provide basic <br />and emergency health care services for all incarcerated individuals held within their custody. In <br />addition, the City's federal contracts require that medical services be provided to contract inmates. <br />On April 17, 2017, the Police Department issued a request for proposals (RFP #17-051) for inmate <br />medical services. NaphCare was the most responsive, capable, and cost effective respondent. A <br />two-year agreement was executed with Naphcare in October 1, 2017, and the first of three one- <br />year renewals was executed on October 1, 2019. This amendment is the second of the three one- <br />year renewal options, and will cover the period of October 1, 2020 through September 30, 2021. <br />NaphCare has enhanced efficiencies, modernized the medical operation and increased <br />preventative care measures, reducing the need for outside or specialized medical care. NaphCare <br />has provided routine and emergency inmate medical services, including, but not limited to, <br />providing prescription and over-the-counter medications, physical examinations, dental care, and <br />psychiatric services. NaphCare has also provided recurring CPR training and Tuberculosis <br />screening for jail employees. NaphCare has consistently made a positive impact on Santa Ana's <br />health care operations, providing the highest quality community -standard health care within the jail. <br />NaphCare provides a full complement of medical staff and mental health professionals, providing <br />comprehensive care for chronic and acute medical conditions, mental health conditions and <br />25C-1 <br />
