Agreement with NaphCare <br />September 15, 2020 <br />Page 2 <br />Inc. for Inmate Medical Services <br />substance use disorders. NaphCare has maintained compliance on all the following services: <br />Patient X-ray reports, patient lab reports, inmates in segregation, chronic care treatments, <br />medication administration, detox process, timeliness of intake screenings, and health <br />assessments. NaphCare's quick and aggressive response to the COVID-19 pandemic has <br />resulted in a safe environment for jail inmates and frontline workers. <br />NaphCare has agreed to continue to provide these services for an additional year at a negotiated <br />CPI increase of 4 percent, rather than the most recently published CPI of 5.6% for Bureau of Labor <br />Statistics for Los Angeles, Long Beach, and Anaheim. A $200,000 contingency is included for <br />services not included in the base agreement including, but not limited to, pharmaceuticals, x-rays, <br />dentures, and OB/GYN exams. <br />The FY 2020-21 jail operations budget includes $50,000 for the jail to hire a medical services <br />consultant. The consultant will assess the jail's operational needs to assist in the creation of an <br />inmate medical services RFP, that will include state mandated regulatory issues and that will <br />comply with BSCC standards. The consultant will evaluate proposals, analyze the data, and <br />present findings, to help the City successfully secure an agreement that represents industry best <br />practices and is optimized to our specific needs. Their expertise in this highly specialized and <br />technical area will ensure the outcome is an ideal balance of service and cost. <br />NaphCare has been accommodating, professional and consistent in its services, and staff <br />recommends approval of this one-year agreement amendment. <br />FISCAL IMPACT <br />Funds for this agreement are available and will be budgeted in future budget years in the Jail <br />Operations Contract Services account (No. 01114475 62300) as follows: <br />ADP at or above 176 <br />ADP at or below 175 <br />FY 2020-21 <br />2,127,313.46 <br />1,894,265.88 <br />FY 2021-22 <br />709,104.49 <br />631,421.96 <br />2,836,417.95 <br />2,525,687.84 <br />Fiscal Impact Verified By: Kathryn Downs, CPA, Executive Director— Finance and Management <br />Services Agency <br />Submitted By: David Valentin, Chief of Police - Police Department <br />Exhibit: 1.
