Exhibit 2 <br />PROJECT ADMINSTRATION <br />All projects awarded funding will follow the general administrative procedure outlined <br />below. <br />1. Grantee attends grant management workshop which addresses project <br />administration, including proper submission of payment requests. <br />2. State Grant Administrator works with Grantee to develop and execute grant <br />agreement. <br />3. For capital development projects, Grantee submits final site control documents. <br />4. Grantee commences preliminary project work (planning, outreach, staff training, <br />design, permitting, CEQA, etc.) and submits reimbursement request for eligible <br />expenses (subject to retention). <br />5. For programming projects, Grantee commences program delivery. <br />6. Grantee submits evidence of funding acknowledgement recognition on program <br />materials, acquired vehicles, and/or at construction site. <br />7. For capital development projects, prior to commencing construction, Grantee submits <br />final design plans for the State's review, as well as evidence of environmental <br />compliance. <br />8. Grantee notifies the State of public events related to the project. <br />9. For capital development projects, Grantee commences project construction work. <br />10. Grantee submits periodic progress reports and periodic reimbursement requests for <br />eligible expenses (subject to retention). <br />11. Grantee completes project and submits project completion packet. <br />12. The State conducts final project inspection and approves final payment request(s). <br />Changes to Approved Project <br />Grantees seeking changes or amendments to an approved project must obtain the <br />State's approval. Changes in project scope must continue to meet the need cited in the <br />original Project Proposal. Grantees jeopardize funding should changes be made without <br />prior notice to and approval by the State. <br />Eligible Costs <br />Direct project -related costs and indirect costs that can be directly tied to the project that <br />are incurred during the project performance period specified in the grant agreement are <br />eligible for reimbursement. All eligible costs must be supported by appropriate <br />documentation, including, but not limited to, timesheets for in-house labor. Costs <br />incurred outside of the project performance period are not eligible for reimbursement. <br />(see Appendix C for further information on Eligible Costs). <br />Site Visits <br />The State may make periodic visits to the project site, including a final inspection. The <br />State will determine if the work is consistent with the approved project scope and ensure <br />compliance with signage requirements. <br />15 <br />55B-24 <br />
