REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 15, 2020 <br />TITLE: <br />APPROVE SERVICE AND FINANCIAL <br />SUSTAINABILITY STUDY FINAL REPORT <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1� Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />/s/ Kristine Ridge FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Approve the plan titled "Parks, Recreation and Community Services Agency Service and Financial <br />Sustainability Study." <br />DISCUSSION <br />On December 10, 2018, the Parks, Recreation and Community Services Agency (PRCSA) issued <br />a Request for Proposals for qualified firms to conduct an evaluation and report on the condition of <br />the Agency. The goal of the study is to articulate a road map for the Agency's future that will: <br />• Evaluate and assess departmental processes, programming, potential alternatives, <br />customer service, revenue generation, and long-term achievable goals. <br />• Improve services and organizational effectiveness. <br />• Identify outcomes and goals to guide the Agency. <br />On March 19, 2019, the City Council approved an agreement with Greenplay, LLC to conduct a <br />comprehensive evaluation and report on the condition of the PRCSA for an amount not to exceed <br />$76,998, which included a ten percent contingency. <br />On May 13, 2019, in an effort to continually improve and enhance services and overall <br />organizational effectiveness, PRCSA staff and community members participated in a <br />comprehensive and extensive process to address financial sustainability through the creation of a <br />Resource Allocation and Cost Recovery Philosophy, Model, and Policy and a Service Assessment. <br />This process, and its outcomes, will serve to guide PRCSA in evaluating service provision <br />strategies to ensure they are running at optimal levels and the system is sustainable in the long <br />run. <br />All components of the process, including review and assessment of services, programs, and <br />facilities, directly influenced recommendations for the development of tax investment allocations <br />and cost recovery goals, informing future pricing strategies.
