predetermined by the model, but are identified for each tier of the Agency's Pyramid Model to reflect <br />the values, needs, and realities of the Santa Ana community and the City. <br />STEP 8: UNDERSTAND AND PREPARING FOR INFLUENTIAL FACTORS AND <br />CONSIDERATIONS <br />Inherent to sorting categories onto the Pyramid model using the Benefits and other filters is the <br />realization other factors come into play. This can result in decisions to place services in other levels than <br />might first be thought. These factors can aid in determining core versus ancillary services. These factors <br />include participant commitment, trends, political issues, marketing, relative cost to provide the service <br />(cost per participant), current economic conditions, and financial goals, etc. <br />STEP 9: IMPLEMENTATION <br />PRCSA will set its goals based upon values, vision, mission, stakeholder input, funding, and/or other <br />criteria. Upon completion of steps 1-8, the City is positioned to illustrate and articulate where it has <br />been and where it is heading from a financial perspective. Some recommendations may be implemented <br />immediately, and others will take time to put into place, while some will be implemented incrementally. <br />STEP 10: EVALUATION <br />This process has been undertaken in order to articulate a philosophy, train Team Members on a best <br />practice ongoing approach to cost recovery in public parks and recreation, and enhance financial <br />sustainability. Once established, cost recovery performance measures in the form of tier target <br />minimums and category minimums should be evaluated annually. <br />28 65B-32 <br />
