Approve an appropriation adjustment accepting $1,250,000 total revenue over a two-year <br />period in the Department of Justice Grants account (No. 12714002-52001) and appropriate <br />the FY20-21 portion of $536,572 in the COPS Hiring Grant account (No. 12714409- <br />various), to provide funding for ten (10) new COPS Grant police officer positions. <br />2. Authorize the City Manager to sign the U.S. Department of Justice Office of Community <br />Oriented Policing Services Award Document, for the period of July 1, 2020 through June <br />30, 2023, in an amount not to exceed $1,250,000, subject to non -substantive changes <br />approved by the City Manager and City Attorney. <br />DISCUSSION <br />In March of this year, the Police Department applied for a competitive 2020 COPS Hiring Program <br />(CHP) Grant made possible through the U.S. Department of Justice, Office of Community Oriented <br />Policing Services (COPS). The grant is designed to assist state and local law enforcement <br />agencies in the hiring and retention of police officers. The COPS Office reviewed 1,091 applications <br />ultimately awarding $393,839,911 through the COPS Hiring Program by way of 596 grants <br />nationwide. The Santa Ana Police Department received notification that it has been awarded a <br />2020 grant award, for 10 police officer positions, in the amount of $1,250,000 over a three-year <br />grant period (Exhibit 1). The Police Department received similar grant awards for 10 officers in <br />2014, 2015, and 2016. <br />The Police Department plans on using these additional officers to enhance Community Policing <br />initiatives by increasing frontline law enforcement staffing, which will allow officers much needed <br />time to more positively engage with the community. The added officers will also improve our <br />effective crime reduction strategies while strengthening our trust with the community through our <br />Community Oriented Policing Philosophy. Additional frontline patrol resources will allow the Police <br />Department to deploy additional resources to address community safety priorities, partner with the <br />community to address priority quality of life issues, and reduce response times. <br />The grant allows for a cost -sharing partnership with the federal government where the grant pays <br />for approximately 28 percent of the associated costs and the City covers the remaining 72 percent. <br />20C-1 <br />
