ART MEHLER <br />Contract Manager <br />BACKGROUND <br />Art has been involved in utility designation <br />and locating since 1985. His expertise is in <br />designation, supervision, and quality control of proje <br />collection from utility owners, project planning and s <br />departments. He has worked in both technical and supervision/management <br />positions for several firms in the utility designation industry. Since early 2002, Art has provided project <br />management for SUE work performed by AZTEC. He has 35 years of experience in this field in the <br />southwest region of the U.S. <br />RELEVANT EXPERIENCE <br />Eastern Municipal Water District -As-Needed Potholing and Design Services On -Call, Riverside <br />and San Bernardino Counties, CA: SUE Contract Manager. AZTEC has performed 36 potholes on four <br />task orders to expose existing utilities to determine size, material of utility, depth, and actual location. <br />In addition, AZTEC assisted in the laying out of all potholes as well as utility designating to maximize <br />efficiency of work while facilitating an operation that was completed on time and within budget. <br />On -Call Consultant Services for Existing Utility Locating; Statewide, AZ (ADOT): SUE Contract <br />Manager. AZTEC is providing SUE excavation, locating and utility designating services for the Arizona <br />Department of Transportation. Under Art, AZTEC performed 80 projects statewide under this contract. Of <br />these projects 38 were specific assignments to designate utilities to an ASCE Quality Level B. AZTEC <br />was later given potholing requests based on the results. <br />On -Call SUE Job Order Contract for 2003 to 2016; Phoenix, AZ (City of Phoenix): SUE Contract <br />Manager responsible for providing subsurface utility excavation and locating services to the City of <br />Phoenix on Job Order Contract (JOC) projects. Utility locating was done using high pressure air knife <br />and vacuum extraction rigs. Over 2,500 test holes were dug to Level A quality by six crews. Test holes <br />were dug in asphalt or concrete surfaced roadways, sidewalks, and in unsurfaced areas. Test holes <br />were surveyed by AZTEC licensed surveyors when required. Utility location electronic files and hard <br />copy sealed, and signed reports were submitted 98% of the time within the required seven days' time <br />schedule. <br />City & County of Denver Wastewater Management (CCD), Utility Locating On- Call Services; <br />Denver, CO (CCD): SUE Contract Manager. This on -call agreement requires performance of utility <br />records research, utility designating/locating, permitting, traffic control, and vacuum excavation <br />throughout Denver County. <br />Valley Metro Rail Transit Utility Marking forAz811 Response; Phoenix, AZ (Valley Connections): As <br />the contract manager, Art is responsible for providing equipment, training, and personnel to Valley Metro <br />to meet the state requirement to respond to the Az811 system requests. The team he has established <br />provides horizontal marks to verify the locations of all Valley Metro Rail Transit facilities daily. These <br />facilities AZTEC is responsible to protect include system power, communications, lighting, irrigation, <br />storm drain, water, sanitary sewer, compressed air, and industrial waste pipelines. AZTEC receives <br />between 25 and 50 individual requests each day for an average total of 825 each month. Requests are <br />due within 2 days of receipt. AZTEC also responds to emergency calls after regular working ours. As a <br />result of the service provided there have no damages to Valley Metro facilities to date. <br />K <br />
