(9) <br />BACKGROUND <br />MIII vice] yaLl III revanel <br />Santa Ana is both the County seat and the second most populous city in Orange <br />County occupying 27.2 square miles and serving a population of 337,716. Centrally located <br />within Orange County, the City houses both State and Federal agencies, The City provides a <br />full range of municipal services, including police, the construction and maintenance of streets <br />and related infrastructure, municipal utilities such as water, sewer, refuse and sanitation, <br />recreational activities, a public library along with various cultural events. The Planning and <br />Building Agency plays a critical role in achieving the City Council's goals for the physical <br />development of the community.The agency's objective is to provide a safe, attractive, and <br />business -friendly community through implementing state and local construction codes, as well <br />as planning and regulating future land uses. The Building Safety Division is one of the four <br />divisions of the Planning and Building Agency. <br />II. PROJECT PURPOSE <br />The City of Santa Ana (City), by and through its Planning and Building Agency (PBA), is <br />soliciting proposals (Proposals) from interested professional services/consulting firms <br />(Proposers) that provide high quality scanning, digitizing and indexing services. The Proposers <br />are invited to submit Proposals describing their technical qualifications and experience to <br />perform either of the identified services. The Proposer shall identify their qualifications in <br />scanning, digitizing and indexing a range of documents including plans with the capability to <br />upload documents as defined in Exhibit B-Scope of Work. The Proposers will be evaluated <br />based on the selection process and evaluation criteria described in this Request for Proposal <br />(RFP). Upon approval by the City Council, the City will enter into a Professional Services <br />Agreement (PSA) with the qualified and selected Proposer(s) to render the services described <br />Herein. <br />III. SCOPE OF SERVICES <br />The City of Santa Ana, hereinafter referred to as CITY, is seeking firms that are capable <br />of providing complete scanning, digitizing and indexing services for multiple size and file <br />types. These services will include microfilm, letter size, legal size, pictures, plans, etc. Please <br />refer to Exhibit B which outlines the scope of work as required for this RFP. <br />Additionally, the Proposers are expected to demonstrate excellent abilities to communicate with <br />staff on both technical and coordination issues related to individual tasks performed. <br />IV. TERM OF AGREEMENT <br />The term of the agreement is four (4) years. The City may, at its discretion, extend the <br />agreement with the same or more limited scope of required services for up to one (2) additional <br />two-year term, contingent upon direction of the City Manager. <br />RFP No. 20-043 FOR SCANNING, DIGITI"fy_TDEXING SERVICES Page 3 of31 <br />
