REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />OCTOBER 20, 2020 <br />TITLE: <br />PUBLIC HEARING — ADOPT A <br />RESOLUTION AUTHORIZING THE CITY <br />TO JOIN STATEWIDE COMMUNITY <br />INFRASTRUCTURE PROGRAM (SCIP) <br />/s/ Kristine <br />CITY MANAGER <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1� Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />RECOMMENDED ACTION <br />Adopt a resolution authorizing the City to join the Statewide Community Infrastructure Program; <br />authorizing the California Statewide Communities Development Authority (CSCDA) to accept <br />applications from property owners, conduct special assessment proceedings, and levy <br />assessments within the territory of the City of Santa Ana; approving the form of the acquisition <br />agreement for use when applicable; and authorizing related actions as provided for in this <br />resolution. <br />DISCUSSION <br />In an effort to expand the economic developments tools available to developers, property owners, <br />and businesses, the City's Economic Development Division is proposing to participate in a State <br />program entitled the Statewide Community Infrastructure Program (SCIP) as a way to attract new <br />investment and allow current property owners the ability to expand through tax-exempt bond <br />financing of their development impact fees. <br />The California Statewide Communities Development Authority (CSCDA) is a California joint powers <br />authority sponsored by the League of California Cities and the California State Association of <br />Counties. The member agencies of CSCDA include approximately 391 cities and 56 counties <br />throughout California, of which the City of Santa Ana is a member. <br />In 2002, the CSCDA instituted the SCIP to allow owners of property in participating cities and <br />counties to finance the development impact fees that would be payable by property owners upon <br />receiving development entitlements or building permits. The program has since been expanded to <br />include financing of public capital improvements directly. If a property owner chooses to <br />participate, the selected public capital improvements and the development impact fees owed to the <br />City will be financed by the issuance of tax-exempt bonds by CSCDA. CSCDA will impose a <br />special assessment on the owner's property to repay the portion of the bonds issued to finance, <br />the fees paid with respect to the property. <br />75B-1 <br />
