IS/MND under a very compressed schedule to assist the
<br />City in securing substantial Water Quality, Supply, and
<br />Infrastructure Improvement Act of 2014 (Prop 1) grant
<br />funding for the innovative project. Stantec's scope of work
<br />included responding to public comments and addressing
<br />concerns for potential impacts related to odors, attracting
<br />vectors such as rodents, degrading viewsheds, and
<br />entrapment of wildlife. Stantec's response to comments
<br />were integrated into a Final IS/MND that was adopted by
<br />City Council. Stantec also assisted the City with meeting
<br />public noticing requirements throughout the CEQA
<br />process.
<br />Well 21 Equipping and Pipeline Project, Orange
<br />County, CA, Task Manager
<br />Michael managed preparation of the IS and MIND for
<br />the Yorba Linda Water District, so their project could
<br />comply with CEQA. The IS and MND evaluated the
<br />potential impacts of completing a new potable water
<br />well, and installing an one -mile long water conveyance
<br />pipeline to connect the well to existing water conveyance
<br />infrastructure.
<br />State Street Sewer Replacement Project, Santa
<br />Barbara, CA, Principal Scientist
<br />Michael prepared a noise study of proposed nighttime
<br />sewer replacement activities in support of the City of Santa
<br />Barbara Issuing a Special Permit and CEQA exemption.
<br />The noise study predicted expected construction
<br />noise levels at nearby residential receptors, evaluated
<br />significance in comparison to the City of Santa Barbara's
<br />noise ordinance, recommended measures including
<br />temporary sounds wall to reduce noise, and evaluated
<br />criteria used by the City of Santa Barbara in deciding
<br />whether to allow nighttime construction to avoid conflicts
<br />with adjacent commercial operations In the city center.
<br />Midwestern Placer Regional Sewer Project, Placer
<br />County, CA, Senior Environmental Planner
<br />Michael served as a senior environmental planner, and
<br />assisted with preparation of an EIR, which evaluated
<br />potential impacts of the project. The goal was to
<br />consolidate wastewater treatment from multiple service
<br />areas and wastewater treatment facilities. He prepared
<br />the air quality, greenhouse gas emissions, hazards and
<br />hazardous materials, and noise sections of the EIR. He
<br />also of assisted with the reports quality assurance and
<br />quality control review.
<br />Telegraph Road Traffic Throughput& Safety

<br />Michael provided California Environmental Quality Act and
<br />National Environmental Policy Act -related services for this
<br />City of Downey roadway project involving construction of
<br />raised landscape median islands, sidewalk improvements,
<br />and intersection signal modifications along 1.6 miles of
<br />Telegraph Road in the City of Downey. After conducting
<br />a preliminary environmental screening of the project that
<br />was used to support a National Environmental Policy
<br />Act Categorical Exclusion, Michael prepared and filed a
<br />California Environmental Quality Act Notice of Exemption
<br />(Categorical, Class 1) with the County Clerk and State
<br />Clearinghouse to support a streamlined environmental
<br />review and permitting process.
<br />Buena Vista Hills Electrical Transmission Project, CA
<br />Resources Corporation, Kern County, CA, Project
<br />Manager
<br />Michael served as project manager for this project that
<br />included the installation of seven miles of electrical
<br />transmission and distribution lines and a substation
<br />to provide power to an oil field development. Project
<br />components were located on lands under federal, state,
<br />and local jurisdictions. Stantec's scope of work included
<br />a Plan of Development, Biological Assessment/Biological
<br />Evaluation, Cultural Resources Study, Paleontological
<br />Resources Study, Clean Air Act General Conformity
<br />Analysis, Restoration Plan, agency permitting, CEQA
<br />Initial Study/Mitigated Negative Declaration, and
<br />NEPA Environmental Assessment. Permit applications
<br />were prepared and submitted to the Bureau of Land
<br />Management (Right of Way Grant and Special Use Permit
<br />SF 299 application for Transportation and Utility Systems
<br />and Facilities on Federal Lands), California Department
<br />of Fish and Wildlife (Incidental Take Permit & Streambed
<br />Alteration Agreement) and Department of Water
<br />Resources (Encroachment Permit).

<br />Michael managed preparation of an IS/MND for this
<br />project pursuant with the requirements of the CEQA. The
<br />project included construction and operation of a 1,138
<br />student capacity charter middle and high school campus
<br />on 30 acres in the City of Palmdale. The IS/MND was
<br />completed within two weeks to support a fast -tracked
<br />permitting approval process and included substantial
<br />technical study to address potential aesthetics, air quality,
<br />greenhouse gas emissions, and traffic impacts. The IS/
<br />MIND was adopted by the City as Lead Agency.
