Environmental Analysis <br />March 2020 Page 65 <br />▪ The developer will prepare and submit a Notice of Intent (NOI) to the State Water <br />Resources Control Board (SWRCB). <br />▪ The developer will submit the NOI and the project Water Discharge Identification <br />Number (WDIN) to the City of Santa Ana City Engineer. <br />▪ The developer will prepare a Stormwater Pollution Prevention Plan (SWPPP) and will <br />submit the SWPPP to the City Engineer for review and comment. The developer will <br />maintain the SWPPP on the construction site throughout the construction period. <br />W-2 During all site preparation, grading and construction, the project contractors will compl y with <br />all applicable requirements of the NPDES permit, the Drainage Area Management Plan <br />(DAMP) and the City’s Local Implementation Plan (LIP). The project contractors will <br />incorporate Best Management Practices (BMPs) from the DAMP and LIP and will implem ent <br />those measures as appropriate during site preparation, gra ding and construction. <br />W-3 During all site preparation, grading and construction, the construction contractors will be <br />responsible for implementing the SWPPP provisions. The SWRCB is responsibl e for <br />monitoring and enforcing the provision of the SWPPP. In addition, the City Engineer will <br />monitor and enforce these provisions during all site preparation, grading and construction, as <br />appropriate, to ensure the SWPPP is properly implemented. <br />W-4 Prior to the issuance of grading permits, the Project Developer sh all provide for the review <br />and approval of the Director of Public Works a Water Quality Management Plan (WQMP) <br />prepared for the project consistent with the Orange County Drainage Area Management Plan. <br />The WQMP shall contain provisions and BMPs for both construction and operating <br />conditions. <br />W-5 Prior to the issuance of grading permits, the Project Developer shall submit a final drainage <br />plan for the proposed One Broadway Plaza project for review and approval by the City <br />Engineer. <br />W-6 Prior to the issuance of the first building permit, the Project Developer shall pay the City’s <br />drainage area impact fee. <br />W-7 During operation of the proposed project, the Project Owner/Operator shall ensure that all <br />pest control, herbicide, insecticide and other similar substances used as part of maintenance <br />of project features are handled, stored, applied and disposed consistent with all applicable <br />federal, state and local regulations. The City Engineer shall monitor and enforce this provision. <br />W-8 Prior to the issuance of grading permits, the City Engineer shall verify that structural BMPs <br />have been permanently incorporated into project plans by the applicant. Such BMPs shall <br />ensure that pollutants from project-related storm water are mitigated consistent with <br />applicable state and local standards. <br />5 - 119
