Environmental Analysis <br />Page 66 PlaceWorks <br />5.11 LAND USE AND PLANNING <br />5.11.1 Summary of Previous Environmental Analysis <br />The Certified EIR concluded that the Approved Project would be compatible with existing land uses in the <br />project area. The Certified EIR discussed the App roved Project’s consistency with the City of Santa Ana <br />General Plan (1982), Midtown Specific Plan (1996), Santa Ana Redevelopment Plan, and the Southern <br />California Association of Governments’ (SCAG) Regional Com prehensive Plan and Regional Transportation <br />Plan. The Certified EIR found that the Approved Project is consistent with the Santa Ana Redevelopment <br />Plan and SCAG’s Regional Comprehensive Plan and Regional Transportation Plan. With approval of <br />requested entitlements, the Approved Project would not be in conflict with the General Plan and the Midtown <br />Specific Plan. The Approved Project is located within an already developed area and would not physically <br />divide an established community and would not conflict wi th any applicable habitat conservation plans or <br />natural community conservation plan (both topics were scoped out in the Initial Study for the Approved <br />Project). The Proposed Project’s residential units would occur within the envelope of <br />the Approved Project; the Proposed Project would not result in an expansion of the building footprint or in <br />new development beyond what was analyzed in the Certified EIR.
