As with the Approved Project, the Proposed Project would be required to pay <br />fire facilities fees. The payment of the fire facilities fees would reduce the impac t of the Proposed Project. With <br />the implementation of mitigation identified in the Certified EIR, the impact would remain less than significant. <br />The Proposed Project shall comply with such mitigation measures and would not create a new significant impact <br />or a substantial increase in the severity of previously identified effects. The obligation of the Proposed Project <br />to meet all access, water and fire protection systems required under the California Building Code and Fire Code, <br />as well as the City Municipal Codes will assist in maintaining impacts that are less than significant. No changes <br />or new information would require preparation of a subsequent E IR. <br />b) Police protection? <br />Less Than Significant Impact/No Changes or New Information Requiring Preparation of a n EIR. <br />As discussed in the Certified EIR, the Santa Ana Police Department (SAPD) provides all law enforcement <br />services to the project area. The Proposed Project would allow for residential uses in place of some of the <br />approved office uses. The Proposed Project would occur within the existing building envelope and would not <br />increase the size of the building nor add new floor area. As with the Approved Project, the Proposed Project <br />would comply with identified mitigation measures to ensure that the design of the Proposed Project meets <br />SAPD’s design standards and on-site security and impacts would be less than significant. The Proposed Project <br />would not create a new significant impact or a substantial increase in the severity of previously identified effects <br />and would not require the preparation of a subsequent EIR. <br />c) Schools? <br />Less Than Significant Impact/No Changes or New Information Requiring Preparation of an EIR. <br />The Project Site is served by the Santa Ana Unified School District (SAUSD). The Proposed Project would be <br />served by Heroes Elementary School (located at 1111 W Civic Center Dr), Willard Intermediate School (located <br />at 1342 N Ross St), and Santa Ana High School (located at 520 W Walnut St). The Proposed Project would <br />generate up to 402 residential units and up to 965 residents at the Project Site, some of which are expected to <br />be school-aged children. As shown in Table 9, the Proposed Project would be expected to generate <br />approximately 227 students. As such, the Proposed Project would increase the demand for school services. As <br />with the Approved Project, the Proposed Project would be required to pay SB 50 school impact fees to the <br />SAUSD. Payment of school impact fees will ensure that the impact of the Proposed Project on school services <br />are less than significant level; the Proposed Project would not result in the need for new or physically altered <br />schools or result in the construction o f a new school. The Proposed Project would not create a new significant <br />impact or a substantial increase in the severity of previously identified effects. <br /> <br />5 - 130
