As discussed in <br />the Initial Study for the Approved Project, French Park is the nearest park to the Project Site. Sasser, Angels, <br />and Birch Parks are also in the project vicinity. Additionally, the Approved Project includes a courtyard on -site <br />and interior recreation space, which could be used by onsite residents. The development of the Proposed <br />Project would be required to comply with the Ci ty’s Park Acquisition and Development Fee. Payment of the <br />park fees would ensure that the Proposed Project’s impacts are less than significant. <br />e) Library services? <br />Less Than Significant Impact/No Changes or New Information Requiring Preparation of an EIR. <br />As indicated in the Certified EIR, the Project Site is served by Santa Ana Library System services. The Project <br />area is served by the Civic Center Library at 26 Civic Center Plaza, which is approximately 0.3 miles southwest <br />of the Project Site. The Santa Ana Library system includes the Civic Center Library, which includes a computer <br />lab, learning center, and Santa Ana History Room, and the Newhope Library Learning Center, which includes <br />a computer lab, learning center, and teen space. The City also has the Rancho Santiago Community College <br />Library and the Orange County Law Library. <br />Future residents of the Project Site would be mainly served by the Civic Center Library; however, residents <br />would have access to all libraries in the City of Santa Ana. The ability to visit any library within the Santa Ana <br />Library System would alleviate demand on the Civic Center library. Further, the Santa Ana Library system is <br />funded by the City’s General Fund in combination with grants and donations (City of Santa Ana 2020). As <br />such, the operation of the One Broadway Plaza would contribute to the library by paying property taxes. <br />Therefore, the Proposed Project would result in a less than significant impact to library services. <br />5.15.3 Adopted Mitigation Measures Applicable to the Proposed Project <br />The following mitigation measures have been carried through from the One Broadway Plaza EIR. These <br />mitigation measures have been in corporated into MMRP for this Addendum. Any modifications to the <br />mitigation measures from the Certified EIR are shown as strikethrough for deleted text and bold for new, <br />inserted text. <br />5 - 131
