Construction of the Proposed Project would occur within the building envelope of the Approved <br />Project and would not expand the building footprint nor require additional grading or excavation . Thus, the <br />Proposed Project’s construction-related air quality emissions would be within the scope of analysis of the <br />Approved Project identified in the Certified EIR. The Proposed Project would further incorporate all applicable <br />mitigation measures identified in the Certified EIR. Therefore, the Proposed Project would not create a new <br />significant impact or a substantial increase in the severity of previously identified effects. <br />Table 4, Proposed Project Operational Emission Summary, shows that the operational emissions of the Proposed <br />Project. As indicated at Table 5, the Proposed Project would result <br />in a net decrease in peak operational -source VOC, NOX, CO, and SOX emissions when compared to peak <br />operational-source criteria pollutant emissions generated by the Currently Approved One Broadway Plaza land <br />uses. The Certified EIR disclosed that operational NOx emissions from the Approved Project would be <br />significant and unavoidable. With the Proposed Project, NOX impacts would be reduced to a less than <br />significant level. The Proposed Project’s operation air quality emissions would be less than significant. The <br />Proposed Project would reduce the significant and unavoidable impact relating to op erational NOx to a less <br />than significant level. Therefore, the Proposed Project would not create a new significant impact or a substantial <br />increase in the severity of previously identified effects. The Proposed Project would further incorporate all <br />applicable mitigation measures identified in the Certified EIR. The Proposed Project would not require major <br />revisions to the Certified EIR. <br />5 - 85
