4. The Master Traffic Mitigation and Calming Plan will include, but not be limited to the following trafficmitigation and calming measures: <br /> <br />* Diverters, including turn restrictions, physical barriers and signage, to stop vehicles at key locations fromentering the neighborhoods, and to move vehicle traffic away, and on to larger thoroughfares. <br /> <br />*. Diverters and Calming Measures should include: <br /> <br />· Curb extensions and signage to divert vehicle traffic, and reduce the crossing distance for <br />pedestrians <br /> <br />· Barriers and planters to restrict vehicles while allowing pedestrians and bicycles to pass <br /> <br />· Traffic-calming bumps to encourage safer and more responsible driving, and to combat speeding <br />and unsafe behaviors. <br /> <br />· Roadway striping to slow speeding traffic <br /> <br />· Narrowed roadways to slow traffic on residential streets, and improve pedestrian and bicycle <br />safety. Slower traffic reduces the severity of accidents, reduces noise, and improves the livabilityof residential streets. <br />o Narrowed streets may include, but not be limited to, landscape planters in parking lanes, <br />raised medians, curb bulb-outs at intersections and mid-block, or a chicane (a slightbump toward a travel lane that creates a shallow curve) causing vehicle movement toslow <br /> <br />· Roundabouts to improve traffic movement at key intersections, to reduce collisions, and improve <br />safety <br /> <br />One-way traffic movement to limit ingress into a neighborhood <br /> <br />5. And City Staff to request the Council take action to identify Downtown, Lacy, Logan, French Court andFrench Park as "Traffic-Calmed Neighborhoods" once all traffic mitigation and calming improvements areinstalled. <br /> <br />6. Tasks 1 through 5 become the sole responsibility of the One Broadway Plaza developer, and shall be: <br />· Required as Conditions of Approval on the project
