The EIR determined that most potential <br />impacts could be mitigated to a less than significant level. However, it concluded that the following topic <br />areas would result in a significant unavoidable adverse impact even after mitigation: <br /> Air Quality. Air quality impacts relating to short‐term construction would result in a significant <br />impact for PM10 and NOx and operation would result in a significant impact for long‐term NOx <br />emissions. <br /> Transportation/Traffic. Implementation of the Approved Project would impact two street segments: <br />Main Street between 17th Street and 1st Street and Broadway between Santa Clara Avenue and 1st <br />Street, and seven intersections (Main Street & 17th Street; Broadway Street & 17th; Main Street & <br />Washington Avenue; Broadway Street & 4th Street; 1st Street & Flower Street; Santa Ana Boulevard <br />& Flower Street; and Fairview & 1st Street). <br /> Utilities and Service Systems. The Approved Project would interfere with the transmission of <br />television signals from area television stations. <br /> Aesthetics. The Approved Project would not be proportional to the scale of the existing land use on <br />the Project Site and it would create shade shadows on adjacent land uses. <br /> Cultural Resources. The Approved Project would require the removal of three historic homes along <br />Broadway. <br />I do not see in the 2020 Addendum to the 2004 Environmental Impact Report how these are being <br />mitigated. <br />Santa Ana ranks as the 2nd most dense city in the state and 7th most dense city in the nation 1. This <br />alone should cause us to pause. With higher density comes increased risks. Just look at how COVID‐19 is <br />affecting New York City, the densest city in the nation. <br /> <br /> <br />1 http://worldpopulationreview.com/us‐cities/
