2.0 Environmental Setting <br />Avion Project SEIR <br />Page 2-2 <br />These drainages have slopes of moderate to steep grade. There is a small meadow in the northwest <br />corner of the property, at the mouth of the eastern drainage. <br />2.3.2 Land Use <br />The project site is located in a developing area that consists primarily of residential development <br />and open space (Figure 2-2). Land uses surrounding the project site include a portion of the Black <br />Mountain Open Space Park to the west, east, and south, the Heritage Bluffs residential development <br />to the north, and additional Black Mountain Open Space Park open space lands to the northwest. <br />The project site is undeveloped, although a dirt road occurs along the crest of the ridge. Remnant <br />concrete slabs from former structures occur at the north end of the site. The presence of various <br />abandoned objects such as metal tanks, agricultural staking, and old irrigation lines indicate that the <br />site was once used for minor agricultural activities. Native upland and wetland vegetation occurs on- <br />site. <br />The project site is currently zoned as Agricultural – Residential in the Black Mountain Ranch <br />(Subarea I) Subarea Plan (AR-1-1). Approximately 18.97 acres of the project site are included in the <br />City’s Multi-Habitat Planning Area (MHPA). MHPA lands are those that have been included within the <br />City’s Multiple Species Conservation Program (MSCP) Subarea Plan for habitat conservation. The <br />MHPA boundary surrounds the area to be developed. <br />2.3.3 Transportation/Circulation <br />The regional transportation network in the project area consists of State Route 56 to the south, <br />Interstate 15 to the east, and Interstate 5 to the west. Access to the project site would be provided <br />by constructing an access road that would connect to Winecreek Drive at the northeast corner of the <br />project site. There are no existing or proposed bus stops near the project site. <br />2.3.4 Historical Resources <br />A total of nine cultural resources have been identified on the project site: <br />• A record search of the South Coastal Information Center at San Diego State University <br />identified two prehistoric archaeological sites recorded on the project property (CA-SDI- <br />18428 and CA-SDI-18429) that both consist of flake scatters. <br />• Field surveys during July 2013 and December 2017 identified a total of seven cultural <br />resources: <br />o Three prehistoric isolates consisting of one or two flakes (7178-RDS-1, 7178-RDS-2, and <br />7178-HJP-1); <br />o Two prehistoric sites (7179-HJP-2 and 7178-RDS-3); <br />o A historic farmstead site (7178-HJP-3); and <br />o A historic structure and associated road (7178-RDS-4).
