2.0 Environmental Setting <br />Avion Project SEIR <br />Page 2-1 <br />Chapter 2 <br />Environmental Setting <br />This chapter provides a description of existing site conditions for the Avion Property (project). The <br />existing setting addresses the project site as well as the off-site components; and provides an <br />overview of the local and regional environmental setting pursuant to Section 15152 of the State <br />CEQA Guidelines. <br />2.1 Regional Setting <br />The project site is in the city of San Diego (City), in San Diego County, east of Interstate 5, west of <br />Interstate 15, and north of State Route 56 (Figure 2-1). The project site lies approximately seven <br />miles inland from the Pacific Ocean and is approximately 20 miles north of downtown San Diego. <br />The undeveloped 41.48-acre project site is located within the Black Mountain Ranch Subarea, which <br />constitutes Subarea I of the former North City Future Urbanizing Area Framework Plan. The Black <br />Mountain Ranch Subarea encompasses 5,098 acres in the northern portion of the City, and is <br />generally bounded on the west, north, and east by unincorporated areas of San Diego County. The <br />4S Ranch and Santa Fe Valley Specific Plan areas form a portion of this county land. On the east, <br />southeast, and south, the Black Mountain Ranch Subarea is bounded by the Rancho Peñasquitos <br />and Rancho Bernardo community planning areas and Subarea IV Torrey Highlands. <br />2.2 Project Location <br />The project site is located approximately 0.6 mile south of Carmel Valley Road/Bernardo Center <br />Drive, 1.2 miles west of Interstate 15, and 1.4 miles east of Black Mountain Road. The project site <br />consists of a 41.48-acre parcel of undeveloped land (Assessor’s Parcel Number 312-010-16 within <br />Section 5 of Township 14 South, Range 2 West of the U.S. Geological Survey (USGS) 1996 7.5-minute <br />topographic map, Poway quadrangle). The legal description of the project parcel is the southwest <br />quarter of the northeast quarter of Section 5, Township 14 south, Range 2 west, San Bernardino <br />base and meridian, in the City of San Diego, County of San Diego, State of California, except all crude <br />oil, petroleum, gas, brea, asphaltum, and all kindred substances and other minerals under and in <br />said land, as reserved in deed recorded May 30, 1960 as Instrument No. 111628. <br />2.3 Physical Environment <br />2.3.1 Landform <br />Topographically, the project site is located at the upper end of a broad north-south trending valley. A <br />ridgeline occurs in the central portion of the site that rises in elevation from north to south from <br />740 feet mean sea level to 915 feet mean sea level. The ridge is bounded by two small canyons, one <br />to the east and one to the west, with one main drainage course and smaller tributaries in each.
