5.0 Environmental Analysis <br />Avion Project SEIR <br />Page 5-1 <br />Chapter 5 <br />Environmental Analysis <br />All environmental issues analyzed in the 1998 Subarea Plan Environmental Impact Report (EIR) were <br />considered during initial review of the project. Through City of San Diego (City) review of the project <br />and comments received in response to the Notice of Preparation, the following issues were <br />determined to either: (1) lack a site-specific impact analysis and/or adequate mitigation for project <br />impacts; or (2) result in new impacts that may be potentially significant and require subsequent <br />analysis and/or mitigation as part of this Supplemental Environmental Impact Report (SEIR): <br />• Land Use (Land Development Code [LDC] Compliance, Multiple Species Conservation <br />Program [MSCP] Consistency); <br />• Biological Resources; <br />• Cultural Resources; <br />• Landform Alteration/Visual Quality (Landform Alteration); <br />• Noise (construction); and <br />• Air Quality (construction). <br />This chapter analyzes the potentially new environmental impacts that may occur as a result of project <br />implementation. Each section within this chapter includes an environmental issue that has been <br />identified for this project and addresses the issues from the 1998 EIR that require supplemental analysis. <br />The issue analyses include a summary of existing conditions; the criteria for the determination of impact <br />significance; evaluation of potential project impacts; a list of required mitigation measures if applicable, <br />and conclusion of significance after mitigation for impacts identified as requiring mitigation. <br />All potential direct and indirect impacts are evaluated in relation to applicable City, state, and federal <br />standards, as reflected in the City’s Significance Determination Thresholds, and include City goals <br />and standards in compliance with the City General Plan (2008).
